Requires individual and group health insurance policies to reimburse services provided by naturopathic physicians within scope of their practice if services are reimbursed when provided by licensed physicians. Requires reimbursement paid to naturopathic physician in independent practice to be in same amount as reimbursement paid to physician. Declares emergency, effective on passage.

Directs Department of Corrections to study issues specific to women in custody of department and to provide results of study to Legislative Assembly no later than December 31, 2021. ] Sunsets January 2, 2022. ] Takes effect on 91st day following adjournment sine die. ] Directs Governor to designate corrections gender-responsive coordinator. Specifies qualifications and duties of coordinator. Directs Department of Corrections to provide coordinator with access to Coffee Creek Correctional Facility to carry out duties. Directs coordinator to create Gender-Responsive Advisory Council. Directs coordinator and council to conduct listening sessions concerning experiences of women and families in criminal justice system. Directs coordinator to provide report to Legislative Assembly during 2023 regular session that includes summary of assessment, information from listening sessions and policy recommendations. Declares emergency, effective on passage.
Proposes amendment to Oregon Constitution providing that, for purposes of ad valorem property taxation, ratio of maximum assessed value to real market value of property must be equal to 0.75. Provides that if such ratio is less than or greater than 0.75, maximum assessed value of such property shall be increased or decreased, respectively, so that ratio is equal to 0.75. Provides five-year ramp-up for new assessment policy. Exempts from ad valorem property taxes lesser of first $25,000 or first 25 percent of real market value of each homestead. Requires Legislative Assembly to enact laws for administration of exemption, including adjusting $25,000 for inflation. Refers proposed amendment to people for their approval or rejection at next regular general election.
Establishes Task Force on Behavioral Health to study issues identified by Secretary of State's audit of Oregon's mental health treatment system and develop recommendations for better integration of behavioral health systems in this state and for improving compensation and working conditions of direct providers of behavioral health care. Requires task force to report recommendations to interim committees of Legislative Assembly related to behavioral health on or before September 15, 2022. Sunsets task force January 2, 2023. Takes effect on 91st day following adjournment sine die.
Establishes limits on campaign contributions that may be accepted by candidates and political committees. Establishes limits on candidate's personal contributions and expenditures. Requires Secretary of State and Attorney General to impose civil fine of not less than five times, nor more than 20 times, amount of offending contribution or expenditure. Grants Oregon electors standing to sue to enforce penalty provisions. Authorizes employee or contractor to bring civil suit if entity either requires employee or contractor to make contribution or promises or threatens any benefit or detriment if employee or contractor makes or refuses to make contribution. Imposes minimum civil award of $20,000 for violation. Becomes operative on first day of new election cycle for each public office. Declares emergency, effective on passage.
Prohibits government body from issuing permit for construction, expansion or modification of chemical recycling facility.

Permits person who will be 17 years old on date of primary election and 18 years old on date of general election to vote at primary election for candidates of major political party with which person is affiliated if major political party has adopted rule to this effect. Appropriates moneys from General Fund to Secretary of State for purpose of printing and counting additional ballots.
Allows persons convicted of felony to register to vote, update voter registration and vote in elections while incarcerated. Specifies that person's residence is where person resided prior to incarceration. Takes effect on 91st day following adjournment sine die.
