Abolishes Board of Certified Advanced Estheticians and transfers responsibilities to Health Licensing Office and Board of Cosmetology. Directs office to issue certificate to practice advanced nonablative esthetics procedures to qualified applicant. Takes effect on 91st day following adjournment sine die.
