Rep. Rob Nosse

Prohibits sale, offer for sale or trade of fur product in State of Oregon. Establishes that "fur product" does not include animal skin to be converted into leather, cowhide, deerskin, lambskin or sheepskin or animal pelt or skin preserved through taxidermy or for purpose of taxidermy. Provides exemptions from prohibition. Provides that violation committed intentionally, knowingly, recklessly or with criminal negligence is punishable by maximum of 364 days' imprisonment, $6,250 fine, or both. Takes effect on 91st day following adjournment sine die.

Exempts from drug paraphernalia prohibitions any testing equipment that analyzes substances for presence of specified controlled substances.

Allows clinical laboratory to wait five days before releasing results of certain tests, examinations and analyses of patient specimens to patient.

Directs Department of Human Services to immediately increase payments to certain adult foster home providers by 50 percent and, by January 1, 2024, restructure payment methodology to increase base rates and to reduce need for exceptional payments. Declares emergency, effective on passage.

Requires owner of public building to periodically conduct inspections and testing of fire dampers, smoke dampers, combination fire and smoke dampers and smoke control systems in public building. Specifies qualifications for inspectors. Requires inspector to issue certificate of compliance if public building complies with applicable standards or to issue deficiency report if public building does not comply. Specifies time period within which public building owner must return public building to compliance. Punishes violation of Act with civil penalty equivalent to five cents for each square foot of occupied space in public building. Authorizes additional civil penalties for continuing failure to comply. Takes effect on 91st day following adjournment sine die.

Requires that mileage reimbursement be paid to home care workers, personal support workers and other direct support professionals who commute more than 15 miles each way to client's residence ] personal care workers who provide home care services to clients who live in remote locations. Requires Oregon Health Authority to establish process for in-home care agencies to request approval to provide training required by law to agency's own employees and contractors. Specifies criteria for approval of requests.

Modifies membership requirements and duties of Pharmacy and Therapeutics Committee and Health Evidence Review Commission and advisory committees appointed for committee and commission. Reduces term of commission members from four years to two years. Modifies timelines for Pharmacy and Therapeutics Committee to make recommendation and for Oregon Health Authority to act on recommendation. Requires decision approving, disapproving or modifying recommendation of committee to be adopted by rule.

Appropriates moneys to Oregon Health Authority to allocate to community mental health programs for oversight of residential facilities and for conducting abuse investigations. Declares emergency, effective July 1, 2023.

Authorizes Department of Justice to assist victims of domestic violence and sexual assault with housing needs. Appropriates moneys from General Fund to department for those purposes. Sunsets January 2, 2026. Declares emergency, effective July 1, 2023.
