Requires specified agencies to consider the effects of a proposed action on older adult populations. Establishes the Shared Future Oregon Task Force and specifies the task force's membership and duties. Sunsets the task force on January 2, 2027. Takes effect on the 91st day following adjournment sine die.

Establishes the Task Force on Licensed Health Care Services in Oregon Schools. Directs the task force to examine the employment duties for licensed health care providers employed by schools, school districts and education services districts. Requires the task force to report to the interim committees of the Legislative Assembly related to education not later than September 15, 2026. Sunsets on December 31, 2026. Takes effect on the 91st day following adjournment sine die.

Establishes the Health Insurance Mandate Review Advisory Committee, staffed by the Legislative Policy and Research Director, to meet during interims between sessions of the Legislative Assembly to review a specified number of proposed measures sponsored by or submitted to the interim committees of the Legislative Assembly related to health if the measure requires health insurance policies to reimburse specified health care providers or to reimburse the cost of a specific service. Specifies the membership of the committee and the type of review that the committee must undertake. Requires the committee to produce a report of its findings on each proposed measure no later than January 15 of the year in which the measure may be introduced or 15 days after a review is requested, whichever is later. Requires the director to report to the Legislative Assembly, by September 15, 2027, on the work of the committee and recommendations for legislation. Sunsets June 30, 2028. Takes effect on the 91st day following adjournment sine die.

Requires the Oregon Health Authority to develop, implement and administer a program to support consumer engagement efforts aimed at increasing and optimizing consumer involvement in planning and decision-making surrounding the access to, and the delivery of, behavioral health services in this state. Directs the authority to enter into contracts with a consumer supporter technical assistance center to provide technical and financial assistance in carrying out activities that accomplish purpose of program. Requires the consumer supporter technical assistance center that contracts with the authority to submit an annual progress report to the authority. Modifies the definition of "consumer" for purposes of the Consumer Advisory Council. Declares an emergency, effective on passage.

Modifies provisions regarding the use of restraint and involuntary seclusion on certain young people. Modifies provisions regarding investigations of abuse of certain young people. Modifies provisions regarding licensing of child-caring agencies. Modifies provisions regarding out-of-state placements of children in care. Modifies provisions regarding older children in care. Prescribes procedures for parental admission of a minor child for inpatient behavioral health treatment. Modifies provisions regarding when minors may consent or withhold consent to treatment. Establishes the Oregon Institute for Youth Health Systems. Directs the System of Care Advisory Council to submit reports to the interim committees of the Legislative Assembly related to human services regarding implementation of provisions in this Act. Declares an emergency, effective on passage.

Requires a residential care facility to provide a resident with an itemized monthly bill and reimburse a resident for any services for which the resident paid that the facility did not provide.

Allows a licensee, permittee or certificate holder authorized to import, export, sell, distribute, ship or deliver wine to import, export, sell, distribute, ship and deliver low-proof spirit beverages. Defines "low-proof spirit beverages." Conditionally allows a distillery licensee to distribute or deliver low-proof spirit beverages. Allows a distillery licensee to import, manufacture, offer tasting of and make certain sales of low-proof spirit beverages. Allows an importer of distilled liquor to import low-proof spirit beverages. Imposes a tax on the privilege of engaging in business as a manufacturer or importing distributor of low-proof spirit beverages. Creates exceptions. Makes provisions regarding tax payments, liens and record keeping applicable for low-proof spirit beverages. Applies to low-proof spirit beverages manufactured or imported on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

Directs the Legislative Revenue Officer to study land value taxation and submit a report to the interim committees of the Legislative Assembly related to revenue. Defines "land value taxation" to mean a property tax system that imposes a higher uniform rate of tax on land assessments than on improvement assessments. Takes effect on the 91st day following adjournment sine die.

Appropriates moneys from the General Fund to the Oregon Department of Administrative Services for distribution to Oasis of Praise International Ministries to acquire, renovate and rehabilitate real property. Declares an emergency, effective July 1, 2025.

Requires the Employment Relations Board to establish and maintain a registry system for persons to register as union representatives. Prohibits a person from acting as a union representative unless the person is registered and enrolled in the registry system. Establishes a civil penalty for each violation.
