Expands definition of "residential homes" and "residential facilities" that local governments must approve under same standards as other residential uses. Provides attorney fees to applicants developing residential homes or facilities and to local governments that approve such applications for prevailing at Land Use Board of Appeals or on appeal from board.
Establishes Place-Based Water Planning Fund. Continuously appropriates moneys in fund to Water Resources Department for purposes related to water planning. Directs Water Resources Director to use moneys in fund for certain purposes related to place-based integrated water resources plans and associated activities. Creates tax credit for contributions to publisher of local journalistic publication. ] Applies to tax years beginning on or after January 1, 2024, and before January 1, 2028. ] Directs Oregon Department of Administrative Services to issue one-time ] grants for purposes related to supporting Oregonians' local news and information needs ] to specified recipients . Directs recipients to convene work group to carry out specified duties related to local journalism. Sunsets January 2, 2026.
Allows veterans to participate in Oregon Promise program if first enrolled in classes within 12 months after discharge from military. Permits veterans to participate in program without having to use GI Bill benefits or having program benefits reduced by amount received by GI Bill.
Establishes certain requirements concerning aquaculture. Establishes Aquatic Animals Fund, separate and distinct from General Fund. Appropriates moneys in Aquatic Animals Fund to State Department of Agriculture for certain purposes related to aquaculture and aquatic animals. Provides that violation of requirements may be subject to civil penalties. Punishes first violation by maximum of six months' imprisonment, $2,500 fine, or both. Punishes second or subsequent violation by maximum of 364 days' imprisonment, $6,500 fine, or both.
Prohibits use of assessed historic property as vacation occupancy unless property is owner's primary residence.
Appropriates moneys to Oregon Department of Administrative Services for distribution to Oregon Coast Visitors Association to be expended on various projects. Declares emergency, effective on passage.
Directs Oregon Health Authority to study small community water systems. Requires authority to submit findings to interim committees of Legislative Assembly related to water not later than December 31, 2024. ] Appropriates moneys from General Fund to Oregon Department of Administrative Services for distribution to Oregon Association of Water Utilities to establish water utility training center. ] Directs Oregon Department of Administrative Services to enter into contract with Oregon Association of Water Utilities to perform, or enter into contract with third party to perform, study of needs and vulnerabilities of small and very small community water systems, design and construct water utility training center and hire three staff to provide related support and resources. Requires association to submit report to Legislative Assembly no later than December 31, 2024. Appropriates moneys from General Fund to department to carry out contract.
