Expands purposes for which qualified borrower may use loan proceeds, in connection with tax credits allowed for affordable housing lenders, to include limited equity cooperatives, with certain conditions. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Permits person who will be 17 years old on date of primary election and 18 years old on date of general election to vote at primary election for candidates of major political party with which person is affiliated if major political party has adopted rule to this effect. Appropriates moneys from General Fund to Secretary of State for purpose of printing and counting additional ballots.

Directs Oregon Health Authority ] Department of Human Services to develop and implement grant program to support ] provide grants, support and technical assistance for resilience hubs and networks in Oregon.
Prohibits seller from selling or leasing motor vehicle if sale or lease is contingent upon lender's agreement to purchase retail installment contract or lease agreement. Provides that if seller sells retail installment contract or lease agreement to lender, lender must provide final approval of funding within 14 days after buyer takes possession of motor vehicle. Provides that if lender does not agree to buy retail installment contract or lease agreement or agrees to buy on terms other than exact terms that seller and buyer agreed to, seller must retain retail installment contract or lease agreement, must notify buyer of seller's retention and may not thereafter sell, assign, transfer or delegate any of the benefits, duties or obligations of the contract or agreement. Provides that seller's failure to comply with provisions of Act deprives seller of right to collect payment due under contract or agreement and right to repossess motor vehicle.
Prohibits Department of Environmental Quality and State Department of Agriculture from issuing or renewing license or permit to allow construction or operation of new industrial confined animal feeding operation, addition to or expansion of existing industrial confined animal feeding operation or addition to or expansion of livestock farm that would cause livestock farm to become industrial confined animal feeding operation. Declares emergency, effective on passage.
Directs State Department of Energy and Department of Land Conservation and Development to convene work group to examine barriers, opportunities and other issues related to renewable energy and transmission project siting in Oregon. Directs departments to submit report on work group's findings and recommendations to interim committee of Legislative Assembly related to energy no later than September 15, 2024. ] Appropriates moneys to departments, out of General Fund, for purposes of convening work group and carrying out duties related to examination and reporting. ] Directs State Department of Energy and Department of Land Conservation and Development to establish Finding Opportunities and Reducing Conflict in Energy Siting process to identify locations best suited to site renewable energy or transmission development and ways to streamline or expedite siting process for renewable energy or transmission development. Establishes Finding Opportunities and Reducing Conflict in Energy Siting Advisory Committee to support process. Requires departments to contract with third party to report to interim committees of Legislative Assembly on work and recommendations of advisory committee not later than December 31, 2024. Requires State Department of Energy to maintain and periodically update renewable energy siting assessment tool. Permits each county in eastern Oregon to adopt, as part of county's comprehensive plan, mapped inventory of areas best suited for siting renewable energy facilities or transmission development corridors and to amend comprehensive plan or land use regulations to allow for expedited review of siting or development on inventoried lands. Directs Department of Land Conservation and Development to provide financial assistance to county and tribal governments to participate in advisory committee, update resource inventories and engage in other actions that support renewable energy or transmission development. Directs State Department of Energy to provide financial and technical assistance to public bodies, tribal governments and community organizations to participate in energy facility siting review process, Energy Facility Siting Council rulemaking process and advisory committee. Appropriates moneys to departments from General Fund for purposes of Act. Takes effect on 91st day following adjournment sine die. ] Declares emergency, effective on passage.
Establishes Rural System Development Charges Program within Housing and Community Services Department to pay system development charges for rural affordable multifamily housing. Establishes Rural System Development Charges Fund. Appropriates moneys from General Fund to department for purposes of program. Sunsets June 30, 2029. Takes effect on 91st day following adjournment sine die.
Authorizes sale of unpasteurized milk from small-scale farm through delivery service or at farmers' market or other farm-to-consumer sales location if milk is labeled as unpasteurized. Provides that violation of labeling requirements may be subject to civil penalty and maximum of 364 days' imprisonment, $6,250 fine, or both. Establishes certain safety-related requirements regarding sale of unpasteurized milk, or dairy products from unpasteurized milk, for human consumption. Repeals general prohibition on sale of unpasteurized milk from cows.
