Imposes severance tax on owner of timber harvested from public or private forestland. Imposes tax at rates, determined under brackets according to acreage of forestland held in common ownership, multiplied by pond value of timber at time of harvest. Repeals forest products harvest taxes. Abolishes Emergency Fire Cost Committee. Abolishes Oregon Forest Land Protection Fund. Takes effect on 91st day following adjournment sine die.

Provides that unit of government may not assess toll on state highways or interstate highways located in tri-county area unless Department of Transportation conducts and submits equity plan for approval by affected counties. Declares emergency, effective on passage.
Prohibits sale, offer for sale or trade of fur product in State of Oregon. Establishes that "fur product" does not include animal skin to be converted into leather, cowhide, deerskin, lambskin or sheepskin or animal pelt or skin preserved through taxidermy or for purpose of taxidermy. Provides exemptions from prohibition. Provides that violation committed intentionally, knowingly, recklessly or with criminal negligence is punishable by maximum of 364 days' imprisonment, $6,250 fine, or both. Takes effect on 91st day following adjournment sine die.
Alters composition of governing boards of public universities by increasing number of student, faculty and nonfaculty staff members and requiring these members to be voting members of board. Establishes new appointment process for student, faculty and nonfaculty staff members. Alters process Governor must follow before appointing other members of governing board of public university. Establishes selection committee for Governor's appointees that requires publicly available selection criteria for all appointed board positions to be publicly posted. Establishes multiple oversight and assessment requirements for governing boards. Declares emergency, effective on passage.
Authorizes cities and counties to adopt program for awarding grants to developers of affordable housing and moderate income housing projects to finance certain costs associated with such housing projects. Directs ___ ] Oregon Business Development Department to develop affordable housing ] revolving loan program under which ] to make interest-free loans to participating cities and counties may award ] to fund grants to housing developers for certain eligible costs and repay loans from tax increment financing revenues derived from increase in value of housing project property ] awarded under local option housing project grant program . Exempts housing project property to which grant award relates from ad valorem property taxes. Imposes annual fee on developer of housing project in amount equal to incremental increase in property taxes, determined by subtracting taxes assessed before housing project is completed from estimated taxes to be assessed after project is completed. Increases fee by three percent for each subsequent property tax year. Provides for distribution of annual fee moneys first to fire districts in estimated amount of taxes on exempted housing project property and then to department in repayment of loan that funded grant awarded to developer for related housing project. Takes effect on 91st day following adjournment sine die.
Directs Housing and Community Services Department by rule to establish and implement pilot program through which department cooperates with qualified lending institutions to provide 100 percent financing for residential property purchases to persons who qualify for special purpose credit programs. Authorizes department to enter into agreements with qualified lending institutions for purpose of implementing pilot program and specifies required terms and conditions of agreements. Specifies bases on which lending institution may become qualified lending institution. Requires department to offer second position mortgage loan for purchase of residential property to participants in amount that qualified lending institution does not fund with first mortgage loan. Specifies terms and conditions of second position mortgage loan. Establishes Special Purpose Credit Program Loan Fund in State Treasury, separate and distinct from General Fund. Appropriates moneys in fund continuously to department for purpose of making mortgage loans in connection with pilot program. Appropriates moneys from General Fund to department for purpose of making mortgage loans in connection with pilot program. Declares emergency, effective on passage.
Modifies membership of Oregon Transportation Commission. Directs Governor to appoint executive director for commission.

Directs Department of Transportation to determine carbon emissions of motor vehicles and impose additional registration fee based on relative vehicle carbon emissions.
