Relating to qualifying facilities under the Public Utility Regulatory Policies Act of 1978; and prescribing an effective date.

Requires the Public Utility Commission to establish an eligibility cap at no less than 10 megawatts for the use of standard avoided costs rates and contracts for the purchase of energy or energy and capacity from qualifying facilities under the Public Utility Regulatory Policies Act of 1978. Takes effect on the 91st day following adjournment sine die.

Relating to complex rehabilitation technology.

] [ Prohibits the Oregon Health Authority and coordinated care organizations from requiring prior authorization for the repair of complex rehabilitation technology. ] Requires the Oregon Health Authority or a coordinated care organization to make a determination on a request for prior authorization for medical assistance coverage for the cost to repair complex rehabilitation technology within 72 hours after receiving the request.

Relating to exemption of property owned by a limited equity cooperative; and prescribing an effective date.

Removes the eligibility requirement for the low income rental housing property tax exemption that property of a limited equity cooperative be constructed or converted after the local governing body adopts the exemption program. Takes effect on the 91st day following adjournment sine die.

Relating to the jurisdiction of the Energy Facility Siting Council over wind energy facilities.

Increases from 50 megawatts to 100 megawatts the minimum size that a wind energy facility needs to be before a wind energy facility is required to obtain a site certificate from the Energy Facility Siting Council. Requires an applicant for a county land use permit to provide a decommissioning plan if the application is to establish a wind energy facility with an average electric generating capacity of at least 50 megawatts but less than 100 megawatts.

Relating to the unlawful dissemination of intimate images.

] [ Increases the penalty for unlawful dissemination of an intimate image and renames the crime. Punishes by a maximum of five years' imprisonment, $125,000 fine, or both, or 10 years' imprisonment, $250,000 fine, or both, if the person has a prior conviction. Modifies the crime to include the disclosure of digitally created, manipulated or altered images. ] [ Creates the crime of unlawful dissemination of an intimate image in the second degree. Punishes by a maximum of 364 days' imprisonment, $6,250 fine, or both, or five years' imprisonment, $125,000 fine, or both, if the person has a prior conviction. ] Modifies the crime of unlawful dissemination of an intimate image to include the disclosure of digitally created, manipulated or altered images.

Relating to age-based employment discrimination; and prescribing an effective date.

[ Clarifies the meaning of "because of age" for purposes of employment discrimination law. Permits observing the terms of a bona fide seniority system or bona fide employee benefit plan when taking an employment action. ] Makes it an unlawful employment practice for an employer to require or request disclosure of certain information regarding age and attendance or graduation dates. Provides exceptions. Removes the provision allowing age limits for the purpose of selecting apprentices to bring such conduct within the scope of the unlawful discrimination statute. Takes effect on the 91st day following adjournment sine die.

Relating to plastic waste.

] Prohibits restaurants and retailers from providing single-use checkout bags to consumers. [ Prohibits food and beverage providers and convenience stores from providing single-use plastic utensils or single-use plastic condiment packaging to consumers unless requested. ] [ Prohibits lodging establishments from providing small plastic personal health or beauty product containers unless requested. ].

Relating to utilities.

] [ Requires the Public Utility Commission to study utilities. Directs the commission to submit findings to the interim committees of the Legislative Assembly related to energy not later than September 15, 2026. ] [ Sunsets on January 2, 2027. ] Requires each public utility to include with each utility bill the phone numbers for the Public Utility Commission's consumer services and website address for the commission's online consumer complaint form.

Relating to medical devices.
