Authorizes a city within Marion County to control or direct the disposal, transfer or material or energy recovery of solid waste generated within the city.

Directs the Legislative Revenue Officer to study land value taxation and submit a report to the interim committees of the Legislative Assembly related to revenue. Defines "land value taxation" to mean a property tax system that imposes a higher uniform rate of tax on land assessments than on improvement assessments. Takes effect on the 91st day following adjournment sine die.
Prohibits residential landlords from considering the credit score of an applicant who demonstrates eligibility for medical assistance under the Oregon Health Plan. Takes effect on the 91st day following adjournment sine die.
Prescribes methodology for the preparation of revenue estimates used in the budgeting process and as applicable to the surplus revenue refund process. Applies to estimates prepared on or after January 1, 2026. Requires the Department of Revenue to estimate the difference in surplus revenue calculations using stated methodologies, and transfer an amount equal to the difference for use for various purposes. Takes effect on the 91st day following adjournment sine die.
Requires the Employment Relations Board to establish and maintain a registry system for persons to register as union representatives. Prohibits a person from acting as a union representative unless the person is registered and enrolled in the registry system. Establishes a civil penalty for each violation.
Directs the Oregon Business Development Department to distribute moneys available through the federal State Small Business Credit Initiative to Lit Motors, Inc., to fund the manufacture of electric vehicles in Oregon, with attendant economic benefits. Declares an emergency, effective on passage.
Requires the Housing and Community Services Department to guarantee a housing developer's payment of system development charges that the local government has agreed to defer until after occupancy. Allows the department to assess a civil penalty and interest against defaulting developers. Allows the Department of Revenue to pursue collections against developers. Becomes operative on January 1, 2026. Establishes the Municipal Development Protection Fund for such purposes. Appropriates moneys to the fund. Declares an emergency, effective on passage.
Directs the [ Department of Consumer and Business Services ] Housing and Community Services Department to establish a program to guarantee against losses in mortgage loans that lenders extend to first-time home buyers. Specifies which mortgage loans qualify for the guarantee and the qualifications and duties of first-time home buyers. Specifies circumstances under which a lender may make a claim and documentation a lender must provide as support for the claim. Establishes the Welcome Home Assistance Program Fund and appropriates moneys in the fund to the department to carry out the purposes of the Act. Declares an emergency, effective on passage.
Removes the percentage cap on the amount of moneys that are distributed from the State School Fund to school districts for students eligible for special education as a child with a disability. Directs the Department of Education to prepare and submit a report related to special education funding and expenditures. Appropriates moneys from the General Fund for transfer to the State School Fund. Declares an emergency, effective July 1, 2025.
Appropriates moneys to the Oregon Watershed Enhancement Board, out of the General Fund, for deposit in the Oregon Agricultural Heritage Fund. Establishes a maximum limit for payment of expenses by the board from the Oregon Agricultural Heritage Fund. Declares an emergency, effective on passage.
