Directs the Department of Human Services to establish an Exceptional Home Care Worker Certification program. Directs the Oregon Department of Administrative Services to study the feasibility of implementing a new classification for case managers who serve people with acute behavioral health needs. Directs the Department of Human Services and the Oregon Health Authority to study funding pathways for providing behavioral health services to seniors and persons with physical disabilities, a shared functional needs assessment tool and a process for incorporating housing benefit eligibility applications into the Oregon Eligibility (ONE) system. Directs the Department of Human Services to develop a data-driven argument for expanding the service priority levels for which an individual may be eligible for medical assistance.

Requires employers to compensate employees for time spent on call or on standby. Requires employers to post work schedules at least 14 days in advance, including all scheduled on-call and standby shifts.
Appropriates moneys from the General Fund to the Oregon Department of Administrative Services for purposes of deposit in the Universal Representation Fund. Appropriates moneys from the General Fund to the Judicial Department for purposes of transfer to the Oregon State Bar for purposes of use by the Legal Services Program to provide legal services to individuals on immigration matters. Declares an emergency, effective on passage.
Maintains current time standards in Oregon unless certain conditions are met. For the part of the state located in the Pacific Time Zone, abolishes the annual one-hour change in time from standard time to daylight saving time and maintains the Pacific Time Zone portion of Oregon on standard time for all 12 months of the calendar year, if California and Washington make the same change within the next 10 years. Restores current time standards if California and Washington do not make the standard time change within 10 years. Alternatively, for the part of the state located in the Pacific Time Zone, abolishes the annual one-hour change in time and maintains the Pacific Time Zone portion of Oregon on daylight saving time for all 12 months of the calendar year, if Congress enacts a law authorizing states to elect year-round daylight saving time and if California and Washington establish daylight saving time as the standard of time year-round. Restores current time standards if Congress fails to authorize daylight saving time or if California and Washington do not make daylight saving time their year-round standard of time within 10 years. Provides that standards of time in the Mountain Time Zone portion of Oregon remain unchanged.
Requires entities that cook, assemble, process, serve or sell food to recover and dispose of food waste as specified in the Act. Directs the Department of Environmental Quality to establish a program to educate entities on food waste separation and disposal requirements. Requires local governments responsible for solid waste management to provide collection service to entities covered under the Act. Requires state agencies to prioritize a specified compost feedstock when procuring compost. Modifies food date labeling laws to require foods packaged with a date label to use uniform terms. Takes effect on the 91st day following adjournment sine die.
Requires the State Department of Energy to coordinate with other organizations, conduct outreach, establish a statewide navigation and support system , identify and address gaps and overlaps between programs and provide information in multiple languages, as part of the department's single resource for providing information and assistance related to available energy efficiency incentives and programs. Requires the department , to the greatest extent possible, to create a statewide clearinghouse for energy and energy efficiency incentive programs that uses a single, universal application form and application process. Requires the department to coordinate with and encourage other incentive and program providers to participate in the statewide clearinghouse. Requires entities to use best practices to maintain the confidentiality and security of information and data as required by law.
Directs the Housing and Community Services Department to amend its homeownership development incubator program for specified purposes. Sunsets on January 2, 2028.
Voids noncompetition agreements, nondisclosure agreements nondisparagement agreements and nonsolicitation agreements between certain business entities and medical professionals, with specified exceptions, and prohibits the business entities from retaliating against the medical professional for violating the void agreements. Punishes retaliations as an unlawful employment practice. Takes effect on the 91st day following adjournment sine die.
Requires the Department of Land Conservation and Development to study housing development and submit findings to the interim committees of the Legislative Assembly related to housing no later than September 15, 2026.
Requires each electric company to develop a distributed power plant program for the procurement of grid services to be provided by distributed energy resources. Specifies the grid services that may be eligible for compensation and the classes of distributed energy resources technologies that must be eligible to provide the grid services. Allows a customer to enroll directly or through a third party in an electric company's distributed power plant program. Requires an electric company to use a standard offer, open access tariff. Allows an electric company to recover in rates prudently incurred costs associated with the program. Directs the Public Utility Commission to develop and adopt annual procurement targets and performance incentives. Allows an electric company to earn performance incentives for meeting program targets. Requires each electric company to file an annual report with the commission on the status of the electric company's distributed power plant program, including the capacity enrolled in the program. Provides for initial requirements and an implementing timeline. Requires an initial distributed power plant program to provide compensation for system-wide peak load reduction that is provided by an energy storage device that is a battery. Takes effect on the 91st day following adjournment sine die.
