Directs Department of Education to develop and implement statewide education plan for students who are Native Hawaiian or Pacific Islander. Requires all statewide education plans to include strategies that provide for alignment with other statewide education plans. Directs Department of Education to evaluate and revise processes for collection of racial and ethnic data for purpose of developing and implementing statewide education plans. Declares emergency, effective March 9, 2022.
Directs Governor to designate corrections gender-responsive coordinator. Specifies qualifications and duties of coordinator. Directs Department of Corrections to provide coordinator with access to Coffee Creek Correctional Facility to carry out duties. Directs Oregon Department of Administrative Services to contract with organization to conduct assessment of facility in coordination with coordinator. Directs coordinator to create Gender-Responsive Advisory Council. Directs coordinator and council to conduct listening sessions concerning experiences of women and families in criminal justice system. Directs coordinator to provide report to Legislative Assembly during 2025 regular session ] no later than September 1, 2024, that includes summary of assessment, information from listening sessions and policy recommendations. Directs Department of Revenue to develop schedule allowing personal income taxpayers to voluntarily report taxpayers' self-identified race and ethnicity identifiers. Requires restricted access to collected data. Prohibits access to data by department collection and audit staff or by Internal Revenue Service. Prohibits commercial ] use of data by tax practitioners and tax preparation software vendors for purposes other than preparing and filing of returns . Directs department to report annually, beginning in 2023, on development and implementation of data collection schedule to appropriate committee or interim committee of Legislative Assembly related to information management and technology. Sunsets reporting requirement on January 2, 2028. Takes effect on 91st day following adjournment sine die.
Amends provisions of workers' compensation law related to beneficiaries. Expands scope of retaliation provision for workers' compensation benefits. Amends definitions of "beneficiary," "child" and "dependent" and replaces term "invalid" with "incapacitated."
Adds to cancers covered by rebuttable presumption of occupational disease for eligible nonvolunteer firefighters. Requires Workers' Compensation Management-Labor Advisory Committee to review material published by National Institute for Occupational Safety and Health related to cancers associated with nonvolunteer firefighters.
