Directs Office of Emergency Management to establish and administer voluntary Oregon outdoor recreation search and rescue card program. ] Establishes Oregon Search and Rescue Fund. Continuously appropriates moneys in fund to office to reimburse county sheriffs for search and rescue activities and to administer and support county search and rescue grant program. ] Directs office to establish county search and rescue grant program to distribute moneys to counties for equipment, training and educational outreach. ] Permits Office of Emergency Management to enter into agreement with nonprofit organization representing sheriffs under which organization is authorized to administer program to produce and sell outdoor recreation search and rescue cards. Establishes requirements for agreement. Provides that organization may use revenues from program only to reimburse administrative costs and expenses, to reimburse county sheriffs' offices for certain costs relating to search and rescue and to issue grants for search and rescue purposes. Requires certain persons that service student loans in this state to obtain or renew license. Specifies license application and renewal procedures, required fees and persons that are exempt from requirement. Prescribes duties of licensee and requires licensee to maintain specified liquidity, operating reserves and tangible net worth. Prescribes civil penalty against person that engages in business as student loan servicer without license. Permits Director of Department of Consumer and Business Services to participate in multistate examinations under specified circumstances. Becomes operative on July 1, 2021. Declares emergency, effective on passage.
Limits cost-sharing for health benefit plan coverage of insulin prescribed for treatment of diabetes.
Requires insurer to mail or deliver notice of cancellation of automobile insurance policy at least 30 days before effective date of cancellation. ] Provides that insurer's cancellation of automobile insurance policy is not effective unless insurer mails or delivers notice of cancellation to named insured at least 30 days before effective date of cancellation, if policy or coverage has been in effect for 60 days or more, or at least 10 days before effective date of cancellation if cancellation is for nonpayment of premium or if policy or coverage has been in effect for less than 60 days. Requires insurer to include statement of reasons for cancellation under specified circumstances. Applies to vehicle liability policies issued on or after effective date of Act.
Modifies protective proceedings to permit vulnerable youth guardianships for adults between 18 and 21 years of age who are not citizens or lawful permanent residents of United States ] eligible for special immigrant status and who are unable to be reunified with parent due to abuse, neglect or abandonment that occurred before adult attained 18 years of age. Creates exceptions to certain protective proceeding procedural requirements in vulnerable youth guardianships. Exempts vulnerable youth guardianships from court fees. Takes effect on 91st day following adjournment sine die.
Establishes Willamette Falls Locks Authority as public corporation. Prescribes duties of authority. Modifies duties of Willamette Falls Locks Commission. Sunsets commission on June 30, 2021. Declares emergency, effective on passage.
Requires statement of economic interest to include certain information about sources of income for business in which public official or candidate, or member of household of public official or candidate, is officer , or ] holds directorship or does business under if source of income has legislative or administrative interest and 10 percent or more of total gross annual income of business comes from that source of income. Prohibits candidate or principal campaign committee of candidate from expending campaign moneys for professional services rendered by certain businesses required to be listed on candidate's statement of economic interest. Creates exceptions.
Establishes Task Force on Political Campaign Contribution Limits. Directs task force to study and make recommendations on how to best establish political campaign contribution limits in Oregon. Sunsets task force on July 2, 2021. Delays operative date for Ballot Measure 47 (2006) to later of date on which Oregon Supreme Court issues decision that renders Ballot Measure 47 operative or July 1, 2021. Repeals operative date provision if Oregon Supreme Court does not issue a decision that renders Ballot Measure 47 operative on or before July 1, 2021. ] Establishes operative date of July 1, 2021, for Ballot Measure 47 (2006). Directs Secretary of State to adopt rules to implement Ballot Measure 47 (2006) and to issue proposed rules no later than December 31, 2020. Provides original jurisdiction to Supreme Court for judicial review of Ballot Measure 47 (2006). Repeals operative date, rules and original jurisdiction provisions if Supreme Court issues court decision in Multnomah County v. Elizabeth Trojan that does not render Ballot Measure 47 (2006) operative under section 9 (f), chapter 3, Oregon laws 2007 (Ballot Measure 47 (2006)). Declares emergency, effective on passage.
Directs Oregon Homeland Security Council to develop updated list of equipment for purposes of emergency preparedness equipment grant program. Directs council to prioritize preparedness equipment necessary for urban search and rescue teams. Directs Office of Emergency Management to seek to prioritize grant requests from certain applicants for search and rescue purposes. Authorizes issuance of general obligation bonds under Article XI-Q of Oregon Constitution for grant program. Takes effect on 91st day following adjournment sine die.
