Requires school district to adopt and implement policy concerning ownership rights to teacher-created intellectual property. Requires policy to provide that teachers shall retain ownership rights to such intellectual property and that school district may not require, as condition for employment or continuation of employment, teachers to enter into certain agreements concerning ownership rights to teacher-created intellectual property.

Modifies definition of "global warming" to include certain aerosol air contaminants, including black carbon. Directs Department of Environmental Quality to estimate human-caused black carbon emissions in this state and recommend mitigation strategies in report to interim committees of Legislative Assembly no later than September 15, 2022. Takes effect on 91st day following adjournment sine die.

Removes kidnapping in the first degree and kidnapping in the second degree from definition of "sex crime" that triggers obligation to report as sex offender. Takes effect on 91st day following adjournment sine die. .

Expands health benefit plan coverage of childbirth and pregnancy-related health care expenses. Specifies reimbursement of services provided by freestanding birthing centers. Requires Department of Consumer and Business Services to report to interim committees of Legislative Assembly related to health on implementation of expanded benefits. Requires that specified services related to pregnancy and childbirth be covered by state medical assistance program. Requires Oregon Health Authority to prescribe uniform payment methodology for freestanding birthing centers.

Provides that part-time faculty member at public institution of higher education who qualifies for health care benefits will pay 10 percent of insurance premiums for employee coverage. Requires state to pay for remaining costs of insurance premiums out of moneys appropriated to Oregon Educators Benefit Board. Permits institution to agree through either institution policy or collective bargaining to pay portion of health care benefits paid for by employee. Provides that unless otherwise agreed through collective bargaining, employees who are eligible to receive health care benefits in manner specified may receive health care benefits from institution only in manner specified. Provides that any savings realized by institution are subject to collective bargaining. Directs board to determine prior to open enrollment period whether it has received sufficient funds to cover required premium payments. Provides that if board has not received sufficient funds, board may require employee share to increase and that institution is not responsible for paying insurance premiums. Requires legacy health benefit coverage to be maintained for part-time faculty at institutions who are not eligible for health care benefits under provisions. Establishes Part-Time Faculty Insurance Fund and continuously appropriates moneys in fund to board. Declares emergency, effective on passage.

Provides that licensed optometrist may perform specified ophthalmic surgery procedures. Defines "ophthalmic surgery." Removes requirement that optometrist treating patient with antiglaucoma medication consult with ophthalmologist. Takes effect on 91st day following adjournment sine die.

Requires sentencing court to consider as mitigation evidence defendant was subjected to domestic abuse that was significant factor in criminal behavior. Provides that such evidence constitutes substantial and compelling reasons justifying downward departure sentence. Authorizes court to impose lesser sentence even if sentence is mandatory or otherwise required by law. Creates procedure by which person currently serving sentence may petition court for resentencing if person was subjected to abuse that was significant factor in criminal behavior. Takes effect on 91st day following adjournment sine die.

Modifies provisions relating to public records about public safety officers.

Appropriates moneys from General Fund to Higher Education Coordinating Commission for Community College Support Fund for distribution to community colleges and community college service districts. Appropriates moneys from General Fund to Higher Education Coordinating Commission for Office of Community Colleges and Workforce Development for purpose of addressing inequities in educational attainment among systemically marginalized communities and to support innovation and best practices. Declares emergency, effective July 1, 2021.

Requires state agencies to reduce public records request fees by 50 percent if request is made in public interest, and requires state agencies to entirely waive fees if public records request is in public interest and narrowly tailored. Requires requests made by members of news media to be treated as in public interest. Requires, on or after January 1, 2022, local governments, local service districts and special government bodies to make identical reductions and waivers in public records requests fees unless governing body of records custodian conducts public meeting, deliberates on and resolves not to adopt fee reductions and waivers. Declares emergency, effective on passage.
