Directs the Oregon Department of Administrative Services to study the feasibility of implementing a new classification for case managers who serve people with acute behavioral health needs. Directs the Department of Human Services and the Oregon Health Authority to study funding pathways for providing behavioral health services to seniors and persons with physical disabilities, a shared functional needs assessment tool and a process for incorporating housing benefit eligibility applications into the Oregon Eligibility (ONE) system. Directs the Department of Human Services to develop a data-driven argument for expanding the service priority levels for which an individual may be eligible for medical assistance.
Directs the Oregon Health Authority to establish a thriving youth pilot program to provide substance use prevention education through comprehensive out-of-school programming and access to specialized mental or behavioral health services to youth in 20 counties in this state. Requires the authority to submit an interim report on the outcomes of the pilot program and a report on the feasibility of extending the pilot program. Sunsets the pilot program on January 2, 2029. Declares an emergency, effective on passage.
Requires the Department of Land Conservation and Development to develop guidance for local governments on siting, and incentivizing the development of, child care facilities on or before December 31, 2026. Requires the department to publish the guidance and deliver a copy to the interim committees of the Legislative Assembly related to land use or child care.
