Allows a plaintiff to bring a civil action against a person who transmits an intimate image to the plaintiff's computer or electronic device in certain circumstances.
Prohibits the Oregon Transportation Commission from establishing a toll on Interstate 205 or Interstate 5. Provides an exception for the Interstate 5 bridge replacement project. Repeals the requirement that the commission assess tolls on Interstate 205 and Interstate 5. Declares an emergency, effective on passage.
Directs the Department of State Lands, in consultation with the State Department of Fish and Wildlife, to develop a salmon credit pilot program to encourage the voluntary restoration of salmonid habitat in the Coquille and Coos watershed basins. Establishes the Salmon Credit Trust Fund. Directs the Department of State Lands and the State Department of Fish and Wildlife to consult with the United States Army Corps of Engineers to seek federal authorization for a bank instrument and activities that occur in navigable waters of the United States. Becomes operative on the date that the federal authorization and bank instrument are approved. Provides that the Department of State Lands may not approve a salmon credit project on or after January 2 of the sixth year following the federal authorization. Takes effect on the 91st day following adjournment sine die.
Appropriates moneys from the General Fund to the Oregon Department of Administrative Services for distribution to the Tsuga Community Commission for the Oregon Summer Star program. Declares an emergency, effective July 1, 2025.

Directs the Department of Human Services to establish an Exceptional Home Care Worker Certification program. Directs the Oregon Department of Administrative Services to study the feasibility of implementing a new classification for case managers who serve people with acute behavioral health needs. Directs the Department of Human Services and the Oregon Health Authority to study funding pathways for providing behavioral health services to seniors and persons with physical disabilities, a shared functional needs assessment tool and a process for incorporating housing benefit eligibility applications into the Oregon Eligibility (ONE) system. Directs the Department of Human Services to develop a data-driven argument for expanding the service priority levels for which an individual may be eligible for medical assistance.
Increases the penalties for the crime of strangulation constituting a felony. Punishes by a maximum of 10 years' imprisonment, $250,000 fine, or both. Directs the Oregon Criminal Justice Commission to classify the offense as a crime category 8 on the sentencing guidelines grid. Takes effect on the 91st day following adjournment sine die.
