Creates Oregon personal income tax subtraction for amounts received for renting out room in taxpayer's home. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
Prohibits tolling on state highways until January 2, 2026. Provides exception for Interstate 5 bridges that cross Columbia River. Establishes Task Force on Tolling. Sunsets task force on December 31, 2027. Declares emergency, effective on passage.
Allows veterans to participate in Oregon Promise program if first enrolled in classes within 12 months after discharge from military. Permits veterans to participate in program without having to use GI Bill benefits or having program benefits reduced by amount received by GI Bill.
Requires Department of Human Services to reimburse cost of care provided by specified agencies in amounts sufficient to allow agencies to pay direct support professionals 150 percent of state minimum wage and to cover costs of employer and employee ] contributions for family and medical leave insurance benefits. Establishes Indigenous Language Justice Fund. Requires nonprofit organization in this state to serve as fiscal agent to receive disbursement of moneys for purposes related to supporting Indigenous languages interpretation in this state. Requires fiscal agent to annually report to interim committee of Legislative Assembly related to language interpretation services. ] Appropriates moneys to Oregon Department of Administrative Services for distribution to Pueblo Unido PDX for facilitating creation of certain language proficiency evaluations. Appropriates moneys to department for distribution to Oregon Worker Relief for payments to individuals who provide interpretation services of specified languages. Declares emergency, effective July 1, 2023.
Creates Commission for Original Peoples from South America, Central America and Mexico. Prescribes duties of commission. Directs Oregon Advocacy Commissions Office to provide administrative oversight to commission. Allows Governor to assign member of Racial Justice Council as liaison with commission. Allows commission to provide nominee for appointment to Environmental Justice Council. Requires Department of Education to consult with commission in development of certain academic content. Takes effect on 91st day following adjournment sine die.

Instructs State Fire Marshal to expand online presence of Department of State Fire Marshal in specified manner. Instructs State Fire Marshal to develop 20-year strategic plan that prioritizes fire resiliency and building fire-adapted communities. Instructs State Fire Marshal to establish interagency data collection system related to reducing wildfire risk. Instructs State Fire Marshal to biannually report on policy, grant and incentive program, neighborhood protection cooperative program and expanded online presence. Appropriates moneys to State Fire Marshal for deposit in Community Risk Reduction Fund for purposes related to grant and incentive program. Declares emergency, effective on passage.
