Rep. Annessa Hartman

Requires hospitals and other specified facilities that provide substance use disorder treatment to provide to specified patients upon discharge or release two doses of opioid overdose reversal medication and necessary medical supplies to administer medication. Creates exception. Provides immunity from civil liability for person who in good faith provides opioid overdose reversal medications and necessary medical supplies to administer medications. Provides that civil liability protection does not apply to person involved in manufacture or sale of opioid overdose reversal medication. Requires Oregon Health Authority to facilitate access to opioid overdose reversal medication for hospitals and other specified facilities.

Prohibits post-secondary institutions of education that are based in Oregon from refusing to provide transcript to current or former student because student owes debt to institution. Requires institutions to submit report to Higher Education Coordinating Commission by September 15, 2024, detailing policies relating to providing transcripts and transcript holds ] number of current and former students who owe debt to institution and institution's policy and procedures on phasing out transcript holds .

Provides that unit of government may not assess toll on state highways or interstate highways located in tri-county area unless Department of Transportation conducts and submits equity plan for approval by affected counties. Declares emergency, effective on passage.

Directs Legislative Administrator to pay costs of reasonable accommodation of member of Legislative Assembly who is afforded rights and protections as person with disabilities under specified federal and state law. Directs Legislative Administration Committee to adopt interactive process to determine reasonable accommodations entitled to payment. Appropriates moneys to Legislative Administration Committee to fund payments. Declares emergency, effective July 1, 2023.

Requires Oregon Business Development Department and Housing and Community Services Department to provide grants and loans for housing. Appropriates moneys from General Fund to department ] departments to fund grants and loans. Sunsets January 2, 2026. Takes effect on 91st day following adjournment sine die.

Directs Department of Environmental Quality, in consultation with Water Resources Department, to develop recommendations and other resources to expand beneficial water reuse or recycled water programs or projects in state. Takes effect on 91st day following adjournment sine die.

Requires sentencing court to order person convicted of drunk driving offense that resulted in death of victim to pay restitution to surviving child of victim in form of child maintenance.

Authorizes Department of Justice to assist victims of domestic violence and sexual assault with housing needs. Appropriates moneys from General Fund to department for those purposes. Sunsets January 2, 2026. Declares emergency, effective July 1, 2023.

Appropriates moneys to Oregon Business Development Department to award grants to communities ] cities and Oregon Indian tribes with high poverty rate ] rates for purpose of developing local poverty reduction plans. Declares emergency, effective on passage.

Establishes Agricultural Housing Repair Fund. Continuously appropriates money from fund to Housing and Community Services Department for grants for repair or replacement of agriculture workforce housing. ] Requires Housing and Community Services Department to provide grants for urban community housing supporting agricultural employees. Appropriates moneys to department for fund and ] grants. Sunsets fund and ] grants on January 2, 2028. Declares emergency, effective July 1, 2023.
