Digest: Authorizes the use of stop arm cameras on school buses to record people who do not stop for bus safety lights. (Flesch Readability Score: 60.6). Permits an education provider to have stop arm cameras on school buses for the purpose of recording persons who fail to stop for bus safety lights. Permits a law enforcement agency to issue a citation for failure to stop for bus safety lights based on photographs or video if certain other conditions are met.

Digest: The Act requires OHA and DHS to contract with no more than two agencies to provide agency with choice services. The Act defines the services that must be provided and the rights of individuals who receive the services. The Act requires the OHA and DHS to adopt certain rules. The Act requires people who provide agency with choice services to report any suspected child abuse or neglect to the proper powers that be. (Flesch Readability Score: 61.9). Requires the Department of Human Services and the Oregon Health Authority to contract with no more than two agencies to provide agency with choice services to individuals who are older adults or who have disabilities. Specifies the duties of the agency providing agency with choice services and rights of the individuals who are receiving agency with choice services. Requires the department and the authority to adopt rules that contain specified provisions. Specifies that all agency with choice providers are mandatory reporters of abuse or neglect.

Digest: The Act tells an agency to take actions on water in the Walla Walla River Basin. (Flesch Readability Score: 63.6). Directs the Water Resources Department to take certain actions related to the Walla Walla Water 2050 Strategic Plan.

Digest: Allows a student who has finished an IB program to not have to meet some requirements for a high school diploma. (Flesch Readability Score: 64.6). Directs the State Board of Education to adopt rules by which a student who has completed an International Baccalaureate program may satisfy certain requirements for a high school diploma in this state.

Appropriates moneys to the Oregon Business Development Department to distribute to Oregon cultural organizations in response to the negative impact of the COVID-19 pandemic on organization finances. Digest: The Act creates a grant program to help some people in custody with opioid addiction. The Act gives money to a state agency to fund the grant program. The Act tells the state agency to give a report to the state legislature by December 1, 2024. (Flesch Readability Score: 62.5). Establishes the Oregon Jail-Based Medications for Opioid Use Disorder Grant Program in the Oregon Criminal Justice Commission. Directs the commission to administer the program in collaboration with the Oregon Health Authority. Establishes the Oregon Jail-Based Medications for Opioid Use Disorder Fund for purposes related to the program. Appropriates moneys for deposit in the fund. Requires the commission to submit a report on the program to the interim committees of the Legislative Assembly related to the judiciary and health care no later than December 1, 2024. Declares an emergency, effective on passage.

Digest: The Act changes current laws about where police may take a person who is in public while on drugs or drunk. The Act expands how long a person may be held after being given an opioid reversal drug. (Flesch Readability Score: 71.7). Permits a police officer to take a person who is publicly intoxicated or under the influence of controlled substances, but who is not incapacitated, to their dwelling or, if the person is unable to identify a dwelling, to a treatment facility or sobering facility. Allows a person who has recently received an opioid reversal medication to be admitted to a treatment facility or sobering facility until the person is medically stable and has had a reasonable opportunity to engage in case management, or 72 hours after admission, whichever occurs first.

Digest: Allows cities and counties to impose rent control. The Act goes into effect when the Governor signs it. (Flesch Readability Score: 70.8). Repeals the prohibition on local rent control. Declares an emergency, effective on passage.

Digest: Makes the office charged with helping persons who are new to the U.S. and Oregon award contracts to entities to provide the persons with support services. Creates a council to advise the office on the support services. Makes the office conduct an annual audit of groups providing the support services. (Flesch Readability Score: 61.3). Requires the Office of Immigrant and Refugee Advancement to contract with entities to provide eligible newcomers with case management, short-term and long-term support services. Defines "eligible newcomers." Creates an advisory council to serve as a forum for sharing information and to advise the office on the provision of the support services. Directs the office to conduct an annual performance audit of each entity contracted by the office to provide the support services. Declares an emergency, effective on passage.
