Relating to county fairs; declaring an emergency.

Removes requirement that amount of net proceeds from Oregon State Lottery allocated to County Fair Account not exceed $1.53 million annually. Requires Oregon Business Development Department to prepare and report master plan for county fairground capital construction. Specifies content and procedural requirements for report. Appropriates moneys to department out of General Fund for consultant services related to report. Declares emergency, effective July 1, 2021. .

Relating to candidate filings.

Requires Secretary of State to establish electronic filing system to allow candidates for nomination or election to county or city office held at primary or general election to file portrait and statement electronically with secretary if candidate cannot have portrait and statement printed in county voters' pamphlet. Requires Secretary of State to post candidate portrait and statements on website. Requires applicable state voters' pamphlets and county voters' pamphlets to include list of all offices whose candidates may post portraits and statements on Secretary of State's website and website address where portraits and statements will be posted.

Relating to ground water.

Requires Water Resources Commission to conduct technical review of each well log submitted to commission. Provides that commission may not enforce against licensed well constructor general or special standards related to construction, alteration, abandonment or conversion of well after three years from date that well constructor submitted well log to commission, unless commission finds that well log contains material misrepresentation.

Relating to production of nursery seedlings.

Directs State Forestry Department to study capacity of Oregon's nursery industry to provide seedlings for reforestation following forest fires and report to appropriate committee or interim committee of Legislative Assembly on or before September 15, 2022. Sunsets January 2, 2023.

Relating to the capture of pikeminnow.

Appropriates moneys to State Department of Fish and Wildlife for purpose of funding programs that award $5 for each take of pikeminnow, if take complies with wildlife laws.

Relating to program providing financial assistance to recipients who receive supplemental nutrition assistance; declaring an emergency.

Requires Department of Human Services to contract with nonprofit organization to implement and administer program to assist recipients of supplemental nutrition assistance in purchasing locally grown fruits and vegetables from farmers' markets, farm share sites and retail outlets that participate in program. Appropriates moneys from General Fund to department to be distributed to nonprofit organization that has contracted with department to implement and administer program and match amounts that recipient spends on certain eligible foods. Sunsets January 2, 2024. Declares emergency, effective on passage.

Relating to nonconforming uses; and declaring an emergency.

Tolls time city or county may consider nonconforming use interrupted or abandoned during emergency that limits resumption of use. Until September 30, 2025, requires cities and counties to allow commencement of restoration or replacement of nonconforming uses damaged or destroyed by certain wildfires. Declares emergency, effective on passage.
