Requires Department of Consumer and Business Services to map wildfire risk and to develop appropriate fire protection standards within state building code for residential structures based on fire risk identified in maps. Requires department and Oregon State University College of Forestry to report to interim committee of Legislative Assembly on updates to maps and state building code not later than September 15, 2021. Declares emergency, effective on passage.

Directs Department of Human Services to provide staff support, including full-time equivalent policy analyst, for Governor's Child Foster Care Advisory Commission. Increases number of members on commission from 11 to 13. Modifies commission membership requirements. Directs Chief Justice of Supreme Court to appoint any member of commission who is representative of Judicial Department. Appropriates moneys to commission for compensation and expense reimbursement for commission members.

Limits types of restrictions that Governor may impose on certain businesses during state of emergency related to COVID-19 pandemic. Sunsets January 2, 2023. Declares emergency, effective on passage.

Terminates state of emergency relating to COVID-19.

Establishes Office of Oregon Ombudsmen to provide administrative services and support to Office of the Long Term Care Ombudsman, Office of the Residential Facilities Ombudsman, Office of the Foster Parent Ombudsman, Office of the Foster Child Ombudsman and Office of the Oregon Public Guardian and Conservator. Specifies duties of administrator of Office of Oregon Ombudsmen. Establishes and specifies duties and powers of Foster Parent Ombudsman and Foster Child Ombudsman. Requires 24-hour hotline telephone number for foster parents to make complaints. Requires Department of Human Services to notify foster parents and foster children of availability of Foster Child Ombudsman and Foster Parent Ombudsman to investigate complaints. Modifies duties and powers of Long Term Care Ombudsman, Residential Facilities Ombudsman and Oregon Public Guardian and Conservator. Gives ombudsmen access to records necessary for investigating complaints, subject to conditions. Establishes advisory committees for ombudsman offices and Office of the Oregon Public Guardian and Conservator. Declares emergency, effective on passage.

Directs Housing and Community Services Department to study issues relating to housing and report to appropriate committee or interim committee of Legislative Assembly on or before September 15, 2022. Sunsets December 31, 2022.

Limits liability for certain claims for damages arising out of acts or omissions taken during COVID-19 emergency period in reasonable compliance with government guidance related to COVID-19.

Authorizes local government to publish notice of public hearing regarding proposed rule on agency's website instead of in newspaper of general circulation.

Requires each public school to provide full-time, in-person classroom instruction during 2021-2022 school year. Declares emergency, effective July 1, 2021.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.
