Expands prohibition against retroactive rulemaking by Department of Revenue to prohibit department from adopting or amending rule to require change in tax treatment of item. Applies to tax years beginning on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.
Requires Department of Human Services to use savings in temporary assistance for needy families program to increase amount of cash grants or to make additional investments in JOBS program . Declares emergency, effective on passage.
Allows credit against net income taxes for portion of eligible costs of newly constructed single-family dwelling that sells for price affordable to household with annual income at or below 120 percent of area median income. Prohibits abortion unless physician has first determined probable post-fertilization age of unborn child, except in case of medical emergency. Prohibits abortion of unborn child with probable post-fertilization age of 20 or more weeks, except in case of medical emergency. Requires physician who performs or induces, or attempts to perform or induce, abortion to file report, within 30 days, with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion.
Allows State Forester to order use of wildfire suppression personnel, equipment and services on any lands within state borders.
Requires city with population greater than 5,000 or county with population greater than 25,000 to review and decide on applications for certain housing developments containing affordable housing units within 100 days. Establishes standards of review for city or county decision on application for certain housing developments located within urban growth boundary. Becomes operative July 1, 2018. Amends definition of "needed housing." Prohibits city or county from denying application for housing development that complies with clear and objective standards. Prohibits city or county from reducing density or height of application if density or height applied for is at or below authorized density for zone. Permits local government to apply clear and objective standards, conditions and procedures regulating development of housing that regulate density or height of development. Prohibits city with population greater than 2,500 or county with population greater than 15,000 from prohibiting building accessory dwelling unit in area zoned for single-family dwellings. Becomes operative July 1, 2018. Requires city and county to allow nonresidential place of worship to use real property for affordable housing. Requires local government to annually report to Department of Land Conservation and Development certain information relating to applications received for development of housing containing one or more units sold or rented below market rate as part of housing program. Declares emergency, effective on passage.
Authorizes State Board of Psychologist Examiners to issue certificate of prescriptive authority to licensed psychologist who meets specified requirements. Requires that licensed psychologist collaborate with prescribing physician or prescribing nurse practitioner during clinical residency program. Establishes Committee on Prescribing Psychologists. Declares emergency, effective on passage.
Directs school districts and public charter schools to waive high school diploma requirements that are not established by state law if student is or was foster child, homeless , , child in military family, child of migrant worker or enrolled in Youth Corrections Education Program or Juvenile Detention Education Program.
