Relating to tax credits for rural nursing staff; prescribing an effective date.

Adds nursing assistant or nurse to types of providers who are eligible for income tax credit allowed to rural medical providers. Provides for refundability of credit allowed to nursing assistant or nurse. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to reporting by recipients of public moneys; prescribing an effective date.

Requires certain recipients of grant or loan moneys distributed by state agencies to submit annual reports to committees of Legislative Assembly. Directs state agencies to notify recipients of requirements of Act. Requires persons required to file reports under Act to disclose amount and recipient of political contributions made within specified time frame. Takes effect on 91st day following adjournment sine die.

Relating to a nurse licensure compact; prescribing an effective date.

Enacts interstate Nurse Licensure Compact. Permits Oregon State Board of Nursing to disclose specified information to Interstate Commission of Nurse Licensure Compact Administrators. Exempts individuals authorized to work as nurses under multistate licensure privilege from requirement to obtain license from board and from restrictions on use of titles. Allows board to use moneys to meet financial obligations imposed on State of Oregon as result of participation in compact. Takes effect on 91st day following adjournment sine die.

Relating to insurance coverage of prescription drugs.

Prohibits health insurers and pharmacy benefit managers from restricting coverage of physician-administered prescription drugs that are obtained by nonparticipating pharmacies. Designates violation of prohibition as unlawful practice.

Relating to a tax credit for rural medical care; prescribing an effective date.

Modifies conditions of eligibility for tax credit allowed to rural medical care provider. Removes eligibility limitation on adjusted gross income of individual providing rural medical care, restrictions on types of hospitals and tiered amounts of allowable credit based on distance from certain municipalities. Increases credit amount. Removes requirement of hospital consulting privileges applicable to optometrist claiming credit. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to the restructuring of the Oregon Health Authority.

Requires Oregon Health Authority to contract with third party to examine restructuring of authority to improve efficiency and responsiveness. Directs authority to report findings of contractor to interim committees of Legislative Assembly related to health not later than September 15, 2024.
