Relating to veterans.

Directs county governing body of each county to designate person to ensure interment of unclaimed cremated or reduced ] human remains of veteran or spouse, dependent or survivor of veteran. Limits civil liability except for gross negligence. Requires cemetery association ] funeral establishment, crematory operator , cemetery authority, alternative disposition facility operator, licensed funeral service practitioner or other entity in possession of unclaimed cremated or reduced ] human remains of veteran or spouse, dependent or survivor of veteran to release cremated or reduced ] human remains and associated veteran status information upon request to veterans' remains coordinator under certain circumstances . Limits civil liability for release of veteran status information except for gross negligence. Requires cemetery association ] funeral establishment, crematory operator , cemetery authority, alternative disposition facility operator, licensed funeral service practitioner or other entity in possession of unclaimed cremated or reduced ] human remains of veteran or spouse, dependent or survivor of veteran to notify county veterans' service officer under certain circumstances. Requires funeral establishment, crematory operator, cemetery authority, alternative disposition facility operator or licensed funeral service practitioner in possession of unclaimed human remains of veteran or spouse, dependent or survivor of veteran to apply for state or federal benefits under certain circumstances. Authorizes funeral establishment, crematory operator, cemetery authority, alternative disposition facility operator or licensed funeral service practitioner in possession of unclaimed human remains of veteran or spouse, dependent or survivor of veteran to cremate, reduce or inter unclaimed human remains under certain circumstances. Directs county veterans' service officer to report information about veteran or spouse, dependent or survivor of veteran to United States Department of Veterans Affairs. Requires county veterans' service officer to establish and maintain list of reported information and to make information available upon request to veterans' remains coordinator.

Relating to enrollment in virtual public charter schools; declaring an emergency.

Removes requirement that student must receive approval from resident school district before enrolling in virtual public charter school not sponsored by school district if specified percentage of students in school district already are enrolled in virtual public charter schools not sponsored by school district. Removes requirement that school district that does not give approval for enrollment in virtual public charter school not sponsored by school district provide information about other online options available to students. Declares emergency, effective on passage.

Proposing amendment to Oregon Constitution relating to the impeachment of statewide elected Executive Branch officials.

Proposes amendment to Oregon Constitution to vest power of impeachment of statewide elected Executive Branch officials in House of Representatives and power to try impeachments in Senate. Requires three-fifths majority vote of House of Representatives to deliver impeachment resolution to Senate and two-thirds majority vote of Senate for conviction. Limits judgment to removal from office and disqualification from holding other public office. Refers proposed amendment to people for approval or rejection at next regular general election held throughout this state.

Relating to student achievement; prescribing an effective date.

Directs State Board of Education to conduct annual review of education standards in state. Requires standardized measures of proficiency, consultation with Higher Education Coordinating Commission and encouragement of grouping of students based on academic ability. Establishes phonics as core academic subject. Removes legislative directive that Department of Education review state requirements for high school diplomas and make recommendations related to requirements. Removes requirement that academic content standards for history, geography, economics and civics include sufficient instruction on histories, contributions and perspectives of certain individuals. Removes suspension of requirement of showing proficiency in Essential Learning Skills as condition of earning diploma in school years after 2021-2022 school year. Takes effect July 1, 2022.
