Relating to procedures to alter minor's sex; declaring an emergency.

Prohibits medical health care professional from performing or providing sex alteration procedure on minor. Defines "sex alteration procedure." Provides that sex alteration procedure on minor is unprofessional conduct subject to discipline by appropriate health professional licensing board. Allows individual to bring claim for violation and recover specified damages. Declares emergency, effective on passage.

Relating to county fairs; declaring an emergency.

Removes requirement that amount of net proceeds from Oregon State Lottery allocated to County Fair Account not exceed $1.53 million annually. Allocates eight-tenths of one percent of net proceeds from lottery to County Fair Account and two-tenths of one percent of net proceeds from lottery to Horse Racing Account. Requires Oregon Business Development Department to prepare and report master plan for county fairground capital construction. Specifies content and procedural requirements for report. Appropriates moneys to department out of General Fund for consultant services related to report. Establishes Horse Racing Account separate and distinct from General Fund. Declares emergency, effective on passage.

Relating to the taxation of electric vehicle use; prescribing an effective date; providing for revenue raising that requires approval by a three-fifths majority.

Imposes tax on use by electric vehicles of highways in Oregon measured by miles traveled between registration dates at rate equivalent to gasoline tax owed by motor vehicle getting 30 miles per gallon. Takes effect on 91st day following adjournment sine die.

Relating to election workers.

Requires county clerk to ensure that any board or other entity established to assist county clerk in fulfilling official duties contains equal numbers of volunteers from each major political party. Provides that ballots may be collected from official ballot drop site only by team of two or more election workers, with each team including equal number of individuals affiliated with each major political party.

Relating to developmental disability services; declaring an emergency.

Requires Oregon Health Authority to request federal approval to allow parent or legal guardian to be paid to act as personal support worker or direct support professional for minor child who has intellectual or developmental disability. Requires Department of Human Services to disregard income of parent in determining child's eligibility for developmental disability services. Declares emergency, effective on passage.
