Imposes civil penalty of up to $25,000 per day of violation of prohibition. Applies to products sold on or after January 1, 2023. Takes effect on 91st day after adjournment sine die.

Directs Oregon Health Authority to evaluate specified issues related to certified community behavioral health clinics and report findings and analysis to interim committees of Legislative Assembly by September 30, 2023. Requires Department of Human Services to study and make recommendations to interim committees of Legislative Assembly, no later than September 15, 2022, for legislative changes needed to increase access to long term care for all Oregonians. ] Sunsets January 2, 2023. ] Requires Department of Human Services, in collaboration with Oregon Health Authority, to adopt by rule specified requirements to ensure that skilled nursing facilities, residential care facilities and facilities with memory care endorsements have appropriate resources to prepare for and respond to public health emergencies. Requires department to adopt rules requiring facilities to have isolation prevention plan as part of facility's emergency response plan. Requires department to develop and update long term care rapid response plan for department staff. Requires department to provide financial assistance to facilities to purchase equipment necessary to respond to public health emergency. Creates Long Term Care Emergency Preparedness and Response Team in department to advise and consult with department in matters related to emergencies. Specifies membership. Requires department to develop training for local public health authorities in understanding responsibilities of long term care facilities and needs of residents in skilled nursing facilities, intermediate care facilities, residential care facilities and facilities with memory care endorsements. If on-site inspection is foreclosed by public health emergency, requires department to conduct virtual inspection by electronic means of long term care facilities, residential care facilities, residential training facilities and residential training homes, including facilities with memory care endorsements.
Establishes Small Donor Elections Program to enable candidates for office of state Representative and state Senator to receive 6-to-1 match on small dollar donations. Limits matching funds. Allows resident taxpayers to designate contribution to Small Donor Elections Fund on income tax return form. Directs most election law penalties to Small Donor Elections Fund. Establishes limits on campaign contributions that may be accepted by candidates and political committees. ] Requires political committee to identify as caucus, measure, multicandidate, political party, recall or small donor political committee. Prohibits person from controlling more than one of each committee. ] Authorizes Secretary of State and Attorney General to require return of contribution excess of limits and impose civil penalty up to 150 percent of total amount of contribution. ] Repeals Ballot Measure 47 (2006), currently held in abeyance, which establishes limits on political campaign contributions and independent expenditures on candidate races and establishes certain campaign finance disclosure requirements. ] Becomes operative November 9, 2022. Requires individual and group health insurance policies, health care service contractors, multiple employer welfare arrangements and state medical assistance program to provide reimbursement for at least three primary care visits annually in addition to one annual preventive primary care visit covered without cost-sharing . Exempts commercial plans offered to public employees by Public Employees' Benefit Board and Oregon Educators Benefit Board. Prohibits individual and group health insurance policies, health care service contractors, multiple employer welfare arrangements and state medical assistance program from denying coverage for services provided by behavioral health home and patient centered primary care home because services were provided on same day or in same facility. Requires Department of Consumer and Business Services to develop and implement programs to make one-time payments directly to certain workers as incentive payments to return to work or as worker retention payments for workers who were frontline essential workers during first year of COVID-19 pandemic.
