Directs State Board of Education to adopt standards requiring certain persons employed by public schools to have valid certification in cardiopulmonary resuscitation and first aid. Allows Department of Education to distribute moneys to school districts and public charter schools to assist persons in becoming certified.
Establishes Oregon Empowerment Scholarship Program for purpose of providing options in education to students. Establishes qualifications for participation in program, qualified expenses under program and transfers of moneys made under program. Restricts number of students from each school district who may enroll in program for first 10 years. Establishes Department of Education Empowerment Account. Continuously appropriates moneys in account to Department of Education for purpose of paying expenses of department related to program. Establishes Treasurer Empowerment Account. Continuously appropriates moneys in account to State Treasurer for purpose of paying expenses of State Treasurer related to program. Establishes Oregon Empowerment Scholarship Account within State School Fund. Continuously appropriates moneys in account to Department of Education for purpose of making transfers related to program. Declares emergency, effective on passage.
Adds murder of certified reserve officer and murder of reserve officer to definition of aggravated murder. Declares emergency, effective on passage.
Deletes requirement that pseudoephedrine be classified as Schedule III controlled substance. Directs State Board of Pharmacy to adopt rules for dispensing pseudoephedrine. Requires rules to be consistent with provisions of federal Controlled Substances Act that are related to dispensing of pseudoephedrine and federal regulations that implement those provisions. Punishes violation of rules by five years' imprisonment, $125,000 fine, or both. Becomes operative January 1, 2018. Takes effect on 91st day following adjournment sine die.
Directs Housing and Community Services Department to develop and implement pilot program to provide certain community college students with affordable housing and services. Declares emergency, effective on passage.
Repeals sunset on provisions that allow students whose legal residence is not within school district to attend school in district as resident if student receives written consent. Declares emergency, effective July 1, 2017.
