Requires Housing and Community Services Department to study ] Department of Human Services to provide financial support to nonprofits to provide affordable housing for college students. Directs department to submit findings to interim committees of Legislative Assembly related to affordable housing not later than September 15, 2024. ] Appropriates moneys from General Fund to department for such purposes. Sunsets January 2, 2026.
Directs Corrections Ombudsman to support Department of Corrections' continuous quality improvement efforts, and to provide report to Governor and committees or interim committees of Legislative Assembly detailing staffing and resources needed to fulfill powers and duties of office within six months of appointment of ombudsman. Directs Department of Corrections to ensure all persons confined in department institutions have access to mental health and substance use disorder treatment. Provides that evidence of defendant's commission of other sexual offenses is admissible if relevant in criminal action in which defendant is accused of sexual offense. Provides that evidence of defendant's commission of other crimes constituting domestic violence is admissible if relevant in criminal action in which defendant is accused of crime constituting domestic violence. Eliminates provision providing that evidence of all prior bad acts is admissible if relevant in criminal action.
Creates Oregon tax subtraction for amounts received in settlement of civil action arising from wildfire. Applies to amounts received in tax years beginning on or after January 1, 2020, and before January 1, 2026. Takes effect on 91st day following adjournment sine die.

Provides that person who is registered owner of motor vehicle whose vehicle is registered at address that is within three-mile radius of toll collection facility on Interstate 205 is eligible for limited toll rate. Sets cap for toll rate. Defines "toll collection facility." Provides that county whose border is within three-mile radius of toll collection facility shall receive five percent of amount of tolls collected from Department of Transportation for purpose of mitigating traffic diversion as result of tollway project.
Expands definition of "debilitating medical condition" for medical use of marijuana. Allows specified entities to be designated as primary caregiver for registry identification cardholder. Protects entities and employees of entities from certain criminal liability related to medical use of marijuana. Prohibits Oregon State Board of Nursing from taking disciplinary action against nurse for discussing medical use of marijuana with patient. Takes effect on 91st day following adjournment sine die.
