Explicitly authorizes political contributions received by candidate, principal campaign committee of candidate or principal campaign committee of holder of public office to be used to defray caregiving expenses for relative of candidate or office holder if expenses would not exist without campaign activity or holding of public office.
Directs Oregon Criminal Justice Commission to conduct study on criminal sentencing outcomes and present report on findings to interim committees of Legislative Assembly related to judiciary on or before September 15, 2020. Sunsets January 2, 2021.
Requires that , to extent provided in Oregon Liquor Control Commission rules, wine using American viticultural area in this state as appellation of origin or implying American viticultural area as source be produced entirely from grapes grown in that American viticultural area. Applies to wine labeled on or after January 1, 2023 ] 2030 . Eliminates most variance authority for wines bottled on or after January 1, 2035. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2023 ] 2030 . Requires commission to adopt rules establishing penalty schedule for labeling requirement. Requires adoption of initial rules in time to take effect January 1, 2023 ] 2030 . Repeals rule adoption requirement January 2, 2023 ] 2030 . Requires commission to report to interim committee of Legislative Assembly no later than September 15, 2020, regarding advisory committee recommendations and status of commission rule adoption proceedings. Takes effect on 91st day following adjournment sine die.
Prohibits full-service restaurant from providing single-use plastic straw to consumer unless consumer requests single-use plastic straw. Establishes that Oregon Health Authority or local public health authority shall enforce prohibition in course of inspecting full-service restaurant and impose civil penalty of not more than $25 per day after second violation. Caps total civil penalty at $300 per full-service restaurant during one calendar year.
Requires that State Board of Parole and Post-Prison Supervision hearings be presided over by hearings officer. Specifies procedures for review by board and issuance of final order. Modifies contested case procedures applicable to board proceedings.
Alters commissioner composition of Higher Education Coordinating Commission by redesignating five current nonvoting positions as voting positions and by adding one additional position for graduate student attending public university.
Requires Department of Human Services to administer program to make support service providers available to individuals who are deaf-blind. Describes program.
Repeals statutory authority for nonunanimous jury verdicts in criminal trials. Takes effect only if constitutional amendment proposed by House Joint Resolution 10 (2019) is approved by people at regular general election held in November 2020. Takes effect on effective date of constitutional amendment proposed by House Joint Resolution 10 (2019).
Allows gun dealer or person transferring firearms, firearm accessories, firearm components, ammunition or ammunition components for purchase at gun show, or business engaged in repairing or servicing firearms to establish minimum age of 21 years for such purchases, repairs or services. Creates exemption from antidiscrimination statute for enforcement of policies that impose age-based restrictions on purchase of firearms, firearm accessories, firearm components, ammunition or ammunition components or on repairing or servicing of firearms in place of public accommodation.
Proposes amendment to Oregon Constitution to allow juries to impose verdicts in criminal cases only by unanimous agreement. Refers proposed amendment to people for their approval or rejection at next regular general election.
