Relating to firearms.

Creates crime of unlawful storage of firearm. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Punishes second and subsequent convictions by maximum of five years' imprisonment, $125,000 fine, or both. Requires gun dealers to post notice concerning obligation to store firearms in safe manner. Prohibits sale, delivery or transfer of firearm to person convicted of unlawful storage of firearm for five-year period after conviction. Punishes unlawful sale, delivery or transfer by maximum of 364 days' imprisonment, $6,250 fine, or both.

Relating to the duration of sexual abuse restraining orders.

Provides that sexual assault restraining order is of indefinite duration and continues until order is terminated by court. Provides that hearing on termination of order is not required if petitioner moves for termination or does not object to termination.

Relating to noncompetition agreements in employment contracts.

Directs Bureau of Labor and Industries to conduct study regarding noncompetition agreements in employment contracts and to report results to interim committees of Legislative Assembly related to business and labor on or before February 1, 2021.

Relating to services for veterans.

Requires Department of Veterans' Affairs, in its biennial agency request budget, to request certain level of funding. Requires Governor's budget to fund department at certain level of funding. Requires Legislative Assembly to fund department at certain level of funding. Provides that requirements do not apply under certain negative economic conditions.

Relating to reimbursement for vision screenings of students; declaring an emergency.

Directs Department of Education to provide reimbursements for vision screenings of students to person that provided vision screening. Appropriates moneys from General Fund to Department of Education for deposit in Vision Health Account to make reimbursements for vision screenings. Declares emergency, effective July 1, 2019.

Relating to interactions with persons who have experienced trauma; prescribing an effective date.

Directs Department of Justice to establish program for awarding grants to law enforcement agencies and local governments for training of groups and agencies that interact with persons who have experienced trauma. Directs department to develop model training program that takes into account effects of trauma and that has objective of minimizing further trauma. Directs Department of Public Safety Standards and Training, in consultation with Department of Justice, to develop best practices for law enforcement agencies when interacting with persons who have experienced trauma that take into account effects of trauma and that have objective of minimizing further trauma. Requires law enforcement agencies to adopt appropriate best practice policies by date specified by Department of Public Safety Standards and Training. Directs Department of Public Safety Standards and Training to review and update training consistent with Department of Justice model training program for law enforcement personnel in training academy. Appropriates moneys from General Fund to Department of Justice for purpose of awarding training grants. Takes effect on 91st day following adjournment sine die.
