Directs Department of Early Learning and Care to enter into contracts with entities to provide services as navigator of employment related day care. Prescribes requirements of entities to enter into contract. ] Directs Department of Early Learning and Care, in consultation with Department of Human Services, to convene work group to study optimal use of child care navigators to support access to and enrollment in child care and early learning programs. Adds registered nurse who is nursing faculty member to types of providers who are eligible for income tax credit allowed to rural medical providers. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
Requires Southern Oregon University, subject to appropriation of sufficient moneys, to address state's behavioral and mental health needs by materially increasing number of mental health practitioners who graduate in southern Oregon and teaching behavioral and mental health competencies through alternative academic pathways. Appropriates moneys to Higher Education Coordinating Commission for allocation to Southern Oregon University. Declares emergency, effective July 1, 2023.
Directs Oregon Health Authority to establish Oral Health Advisory Committee and Office of Oral Health. Directs dental director to oversee office and to publish on website and submit to Legislative Assembly and other entities annual oral health summary surveillance report. Allows physician to prescribe continuous glucose monitor to certain patients whether or not physician specializes in endocrinology. Requires medical assistance and health insurance to provide, as pharmacy benefit, coverage of or payment or reimbursement for continuous glucose monitor prescribed by physician. ] Requires medical assistance to include continuous glucose monitor for specified recipients of medical assistance. Defines "continuous glucose monitor."
Establishes Emergency Behavioral Health Services for Children program in Oregon Health Authority to promote timely delivery of behavioral health services to children who present to hospital emergency departments in behavioral health crises. Directs authority to implement up to three pilot programs in three regions with one hospital per region willing to be Regional Child Psychiatric Center. Allows center to also open Child Psychiatric Emergency unit within pilot region with funding provided by authority. Sunsets pilot program January 2, 2030. Adds to State Trauma Advisory Board and area trauma advisory boards representation from designated regions that participate in Emergency Behavioral Health Services for Children program. ] Prohibits insurance policies or certificates that reimburse costs of medical care from requiring prior authorization of treatment provided to individual presenting to Regional Child Psychiatric Center with behavioral health crisis or from denying coverage because health professional providing treatment is not credentialed with insurer offering policy or certificate.
Requires passage of specified examination for certification as nursing assistant. Requires Oregon State Board of Nursing to offer examination in English and Spanish. Takes effect on 91st day following adjournment sine die.
Directs Higher Education Coordinating Commission to establish program to issue grants to community colleges to promote and increase dental assistant and dental hygienist training programs in Oregon. Directs Department of Education to establish program to issue grants to school districts or education service districts to promote and increase career and technical education related to dental health professions. Directs Oregon Health Authority to issue grants through health care provider incentive program to support and increase recruitment and retention of dental professionals. Directs authority to develop and implement education and mentoring program to promote entry into dental professions by members of federally recognized Indian tribes in Oregon. Directs State Workforce and Talent Development Board to develop educational module relating to dental assisting. ] Directs commission to develop and maintain website to provide information about dental assistant training and certification.
