Increases the amount of the earned income tax credit. [ Provides that a credit is available to all adults, including childless adults, over 18. ] Provides that the credit may be paid quarterly, in advance, and is not subject to garnishment. Applies to tax years beginning on or after January 1, 2026. Extends the sunset for the credit. Takes effect on the 91st day following adjournment sine die.

Directs the Oregon Health Authority to increase by 30 percent the reimbursement rates for addiction medicine services. Establishes the Task Force on Addiction Medicine Reimbursement Rates. Directs the Alcohol and Drug Policy Commission to annually review the reimbursement rates for addiction medicine services and report its findings to the Legislative Assembly. Directs the authority, following the submission of the commission's report, to review and revise the reimbursement rates if necessary. Takes effect on the 91st day following adjournment sine die.

Directs the Oregon Health Authority to modify the amounts of grants for school-based health centers for inflation. Declares an emergency, effective July 1, 2025.

Directs the Oregon Public Guardian and Conservator to establish a grant program to increase the availability of community-based guardianship programs and county public guardian and conservators for people with complex health care needs who are experiencing hospital discharge difficulties. Appropriates moneys from the General Fund to the office of the Long Term Care Ombudsman for deposit into the Community Guardianship Grant Fund to administer the grant program. Directs the Oregon Public Guardian and Conservator to establish a grant program to provide financial assistance to persons experiencing hospital discharge delays and who have friends or family who are willing to act as a guardian but who lack the financial resources available to initiate protective proceedings. Appropriates moneys from the General Fund to the office of the Long Term Care Ombudsman for deposit into the Friends and Family Guardianship Grant Fund to administer the grant program. Declares an emergency, effective on passage.

Appropriates moneys to the Higher Education Coordinating Commission for purposes of the Open Educational Resources Program. Declares an emergency, effective on passage.

Establishes the Higher Education Behavioral Health Workforce Expansion Fund. Directs the Higher Education Coordinating Commission to distribute moneys from the fund to community colleges and public and private universities in this state for purposes of expanding the training, employment and retention of behavioral health professionals. Appropriates moneys to the fund. Declares an emergency, effective on passage.

Requires the Department of Transportation to conduct a review of a specific portion of U.S. Highway 30 and present a report to the Joint Committee on Transportation no later than September 15, 2026. Sunsets on January 2, 2027. Takes effect on the 91st day following adjournment sine die.

] [ Establishes the Task Force on Hemoglobinopathies and Sickle Cell Disease. Requires the task force to develop and establish a statewide protocol for assessing and treating individuals with hemoglobinopathies. Directs the task force to submit a report to the interim committees of the Legislative Assembly related to health care no later than December 15, 2026. ] Directs the Oregon Health Authority to implement a program for providing to emergency departments in real time notifications that identify patients with hemoglobinopathies and provide information on how to contact a hematologist. Directs the authority to consult with interested stakeholders on how to implement the program. Takes effect on the 91st day following adjournment sine die.

] Directs the [ Oregon Historical Society ] Oregon Geographic Names Board , in consultation with [ the Oregon Geographic Names Board, ] federally recognized Indian tribes, state and local government leaders, local landowners and other interested parties, to compile a list of [ highways and ] geographic features in Oregon that bear offensive names. Requires the [ society ] board to recommend nonoffensive names to the U.S. Board on Geographic Names no later than three years following the effective date of this Act. Sunsets on January 2, 2029. Requires the board to submit a report to the interim committees of the Legislative Assembly related to history no later than February 1, 2026. Declares an emergency, effective on passage.

] Prohibits drug manufacturers from interfering directly or indirectly with a pharmacy or drug outlet acquiring 340B drugs, delivering 340B drugs to certain health care providers or dispensing 340B drugs. Prohibits drug manufacturers from requiring utilization review data from a drug outlet or pharmacy as a condition of the acquisition, delivery or dispensation of a 340B drug. Creates a civil penalty imposed by the State Board of Pharmacy for violations of the provisions of the Act. Takes effect on the 91st day following adjournment sine die.
