Appropriates moneys to the Oregon Watershed Enhancement Board, out of the General Fund, for deposit in the Oregon Agricultural Heritage Fund. Establishes a maximum limit for payment of expenses by the board from the Oregon Agricultural Heritage Fund. Declares an emergency, effective on passage.
Lowers the thresholds above which, in applicable circumstances, controllers are subject to regulation in processing consumers' personal data. Prohibits controllers from processing sensitive data for the purposes of targeted advertising or profiling a consumer in furtherance of decisions that produce legal effects or effects of similar significance. Prohibits a controller from selling sensitive data for any reason.
] Creates an exception to abuse of a child in care provisions when the suspected abuse was committed by the parent of the child in care. [ Requires that the Department of Human Services provide parents and guardians with a notice of rights before interviews in child abuse investigations. ] Requires the Department of Human Services to notify a child's parents or guardians that the department representative is not an attorney and cannot give the parent or guardian legal advice. Establishes a refund value for inhalant delivery systems sold in this state. Directs the Department of Environmental Quality to administer and enforce the requirements of the Act. Establishes the Inhalant Delivery System Producer Responsibility Fund. Takes effect on the 91st day following adjournment sine die.
Directs the Higher Education Coordinating Commission to administer a grant program to fund basic needs programming. Appropriates moneys to the commission to establish the program and award grants for basic needs programming. Sunsets the grant program on January 2, 2027. Establishes the Task Force on Student Housing to review and make recommendations on policy changes regarding barriers that students in higher education face in accessing affordable housing. Sunsets the task force on January 2, 2027. Directs the Higher Education Coordinating Commission to award grants to nonprofit organizations that provide affordable housing support to low-income students in higher education in this state. Appropriates moneys to the commission for purposes of awarding the grants. Declares an emergency, effective on passage.
Provides that an operator may require a person who engages in a sport, fitness or recreational activity in various ways to release the operator from claims for ordinary negligence. Directs the Oregon Business Development Department, with the assistance of the Department of Consumer and Business Services, to study issues facing the recreation industry and report to a committee of the Legislative Assembly related to the environment no later than September 15, 2026. Appropriates moneys for study. Declares an emergency, effective on passage.
Directs the Oregon Health Authority to administer a pilot program to provide low-barrier emergency housing for houseless or unsafely housed individuals on waiting lists for residential substance use disorder treatment or withdrawal management programs. Requires the authority to report the outcomes of the pilot program to the Legislative Assembly beginning September 15, 2026, and every two years thereafter. Sunsets the pilot program on January 2, 2033. Declares an emergency, effective on passage.
