Requires Department of Revenue to calculate effect of laws passed during previous two years on combined personal income tax and corporate income and excise tax liability of persons who have expended $10,000 or more on lobbying activities during previous two years. Requires department to provide report to Legislative Assembly naming 10 such persons whose tax liability decreased by greatest amount. Requires certain lobbyist statements to include taxpayer identification number of person on whose behalf lobbyist was registered.

Provides that persons representing or speaking on behalf of certain taxpayers may be subject to sanction by either house of Legislative Assembly if they make false statement or misrepresentation to legislative official concerning tax liability or tax consequences of law or proposed law. Establishes defense if person corrects false statement or misrepresentation by specified time. Requires Department of Revenue to provide notice to legislative official to whom false statement or misrepresentation was made, if department is aware of false statement or misrepresentation. Limits content of notice.
Requires residential landlords to provide voter registration card to new tenants. Requires buyers' real estate licensees to provide voter registration card to home buyers. Takes effect on 91st day following adjournment sine die.
Extends operation of public purpose charges until January 1, 2036.
Prohibits state agencies from suspending or revoking license required to pursue commercial activity, trade, occupation or profession because licensee is delinquent in paying student loan debt.
