Requires owner or possessor of firearm to secure firearm with trigger or cable lock or in locked container except in specified circumstances. Punishes violation by maximum of $500 fine. If minor obtains unsecured firearm as result of violation, punishes by maximum of $2,000 fine. Provides that person who does not secure firearm as required is strictly liable for injury to person or property within four years after violation. Punishes violation by maximum of $500 fine. Provides that person who transfers firearm without securing firearm is strictly liable for injury to person or property within four years after violation. Requires person to report loss or theft of firearm within 24 hours of time person knew or should have known of loss or theft. Punishes violation of requirement by maximum of $1,000 fine. Requires person transferring firearm to minor to directly supervise minor's use of firearm unless minor is owner of firearm. Provides that person who does not supervise minor as required is strictly liable for injury to person or property caused by minor's use of firearm. Directs Attorney General to specify by rule minimum specifications for trigger and cable locks and locked containers required by Act. Declares emergency, effective on passage.

Explicitly authorizes political contributions received by candidate, principal campaign committee of candidate or principal campaign committee of holder of public office to be used to defray caregiving expenses for relative of candidate or office holder if expenses would not exist without campaign activity or holding of public office.
Prohibits sponsor or public charter school from entering into contract or other agreement with for-profit entity to provide specified percentage of educational services for public charter school. Declares emergency, effective July 1, 2019.
Provides that fire department may operate unmanned aircraft systems and acquire and disclose information through such operation for purposes of emergency incident response. Provides that laws prohibiting certain operation of unmanned aircraft systems over privately owned premises and certain critical infrastructure facilities do not apply to use of unmanned aircraft system by fire department. Provides that law authorizing action against operator of unmanned aircraft system under certain circumstances does not apply to unmanned aircraft system operated for purposes of emergency incident response by law enforcement agency or fire department.
Increases threshold under which school district may receive additional State School Fund moneys for student eligible for special education. Increases amount transferred each year to High Cost Disabilities Account. Declares emergency, effective July 1, 2019.
