Prohibits virtual public school from using moneys received as distributions from State School Fund or from other state or local public sources for paying expenses incurred for advertising or other promotional materials of school. Specifies exceptions to prohibition.
Directs Higher Education Coordinating Commission to conduct study to determine best method for reducing amount of student debt owed by individuals who graduate from community colleges and public universities. Requires commission to report findings to interim committees of Legislative Assembly related to higher education on or before September 15, 2020. Sunsets January 2, 2021. Takes effect on 91st day following adjournment sine die.
Requires coordinated care organization to reimburse cost of services provided by school-based health centers to members of coordinated care organization at rate paid to in-network providers. Declares emergency, effective July 1, 2019.
Requires health benefit plan , coverage ] other than employer-sponsored plan, that covers cost of pregnancy care and childbirth to cover cost of pregnancy care and childbirth for surrogate mothers ] enrollee who is surrogate. Prohibits plan from requiring enrollee to reimburse plan for plan's costs or to assign to plan right to receive surrogacy payment.
For purposes of taxpayer election of reduced tax rate for certain pass-through income, reduces tax rates, reduces maximum eligible income and modifies employment requirements. Applies to tax years beginning on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.
Requires health benefit plan, health care service contract and medical assistance coverage of pediatric autoimmune neuropsychiatric disorders associated with streptococcal infections and pediatric acute-onset neuropsychiatric syndrome. Requires Oregon Health Authority to conduct education and outreach campaign in collaboration with advisory council with specified membership.
