Allows owner of publicly accessible building or facility to obtain from Oregon Health Authority kit including short-acting opioid antagonist and necessary medical supplies to administer short-acting opioid antagonist for use by members of public. Defines "short-acting opioid antagonist." Provides civil immunity from liability for member of public and owner. Directs authority to establish process through which owner of building or facility may obtain kit, and to issue standing order to prescribe short-acting opioid antagonist and necessary medical supplies to administer short-acting opioid antagonist. Takes effect on 91st day following adjournment sine die.

Prohibits person under 21 years of age from possessing firearms with specified exceptions. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Prohibits person from transferring certain firearms to recipient person knows, or reasonably should know, is under 21 years of age. Establishes Community Green Infrastructure Grant Program. Authorizes Department of Land Conservation and Development to appoint Advisory Committee on Community Green Infrastructure Investment. Establishes Community Green Infrastructure Fund. Establishes Community Green Infrastructure Task Force. ] Directs State Department of Agriculture to certify certain nurseries as green communities nurseries. Directs State Forestry Department to acquire and maintain urban tree canopy assessment tool. Directs department to develop emerald ash borer assistance program ] and implement program for technical and financial assistance for planning, response and recovery activities related to loss of tree canopy . Declares emergency, effective on passage.

Proposes amendment to Oregon Constitution to require majority of each house of Legislative Assembly to be present to conduct business. Refers proposed amendment to people for their approval or rejection at next regular general election.

Requires original equipment manufacturer to make available to owner of consumer electronic equipment or independent repair provider on fair and reasonable terms any documentation, tool, part or other device or implement that original equipment manufacturer makes available to authorized service provider for purpose of diagnosing, maintaining or repairing consumer electronic equipment. Provides that person who suffers ascertainable loss of money or property has right to bring action to seek order requiring compliance with provisions of Act. Takes effect on 91st day following adjournment sine die.

Directs Oregon Criminal Justice Commission to establish, in collaboration with Department of Corrections, Family Preservation Project pilot program at Coffee Creek Correctional Facility. Provides that program shall be administered by YWCA of Greater Portland. Specifies goals of program and services that may be provided. Requires commission to perform analysis of program and report results of analysis to Legislative Assembly beginning September 15, 2026, and every two years thereafter. Appropriates moneys to Oregon Criminal Justice Commission for distribution to YWCA of Greater Portland for purposes of program. Sunsets program on January 1, 2031. Declares emergency, effective on passage.

Provides immunity from civil and criminal liability to school administrators, teachers or other school employees designated by school administrator who administer naloxone to pupils experiencing opiate overdoses. Specifies conditions under which immunity is available. Declares emergency, effective on passage.

Exempts from drug paraphernalia prohibitions pipes, fentanyl test strips and other harm reduction items. Expands affirmative defense to crime of unlawful possession of a controlled substance to include any person acting in capacity of employee or volunteer of harm reduction intervention program. Repeals prohibition on providing hypodermic devices to minors. Declares emergency, effective on passage.
