Directs Environmental Quality Commission to adopt standards prohibiting engine exhaust and evaporative emissions from new small nonroad engines beginning January 1, 2026, unless a later date is required by federal Clean Air Act. Directs Department of Environmental Quality to establish program to provide incentives for purchase of zero-emission small nonroad equipment. Takes effect on 91st day following adjournment sine die.

Requires Oregon Facilities Authority to provide financing for infrastructure and predevelopment costs for moderate income housing. Appropriates moneys from General Fund to the authority for such purposes. Sunsets January 2, 2026. Declares emergency, effective July 1, 2023.

Requires Department of Education to provide grants to school districts to carry out school district's child sexual abuse prevention instructional program. Requires department to submit to interim committees of Legislative Assembly related to education report on status and impact of grants. Requires department to create, fill and utilize one full-time equivalent position to oversee and administer grants and ensure school districts comply with requirements. Establishes Erin's Law Grant Fund for purposes of providing grants. Requires department to provide technical assistance to school districts in adoption and implementation of child sexual abuse prevention instructional program. Appropriates moneys from General Fund to department for deposit in Erin's Law Grant Fund for biennium beginning July 1, 2023.

Directs Environmental Quality Commission to establish program for source reduction of single-use plastic food ware and single-use packaging and achieve 25 percent source reductions compared to 2023 levels by 2030. Establishes civil penalty for violation of program.

Requires pharmacy benefit managers to be licensed by Department of Consumer and Business Services beginning January 1, 2024. Modifies definition of "pharmacy benefit manager" and imposes new requirements on pharmacy benefit managers. Modifies procedures for pharmacy to appeal payment by pharmacy benefit manager on claim for reimbursement. Restricts audits of pharmacy claims for reimbursement. Requires policies or certificates of health insurance and contracts providing for reimbursement of cost of prescription drugs to allow policyholder, certificate holder and beneficiary to select pharmacy or pharmacist for filling prescriptions and prescription renewals, to contract with any pharmacy or pharmacist willing to abide by terms and conditions of policy, certificate or contract. Imposes new requirements with respect to insurance coverage of 340B drugs. Appropriates moneys from General Fund to Department of Consumer and Business Services for purpose of employment assistance in regulation of pharmacy benefit managers. Declares emergency, effective on passage.

Allows Oregon Health Authority to issue standing order to prescribe short-acting opioid antagonist and necessary medical supplies to administer short-acting opioid antagonist. Defines "short-acting opioid antagonist." Directs pharmacist to dispense, upon request, short-acting opioid antagonist and necessary medical supplies to certain individuals or entities. Allows individual or entity to possess, store, deliver, distribute and administer short-acting opioid antagonist and necessary medical supplies. Provides civil immunity from liability. Takes effect on 91st day following adjournment sine die.

Authorizes issuance of lottery bonds for school-based health resources. Declares emergency, effective July 1, 2023.

Requires schools to have at least one panic alarm in each school building. ] Requires schools to have wireless panic alert device in each classroom of each school building. Provides exceptions. Appropriates moneys from General Fund to Department of Education for purpose of assisting school districts to purchase and install wireless panic alert devices and systems. Declares emergency, effective July 1, 2023.

Authorizes Higher Education Coordinating Commission to award "Hunger Free Campus" designation to public universities and community colleges that demonstrate required actions taken to combat hunger. Requires commission, when moneys are available, to administer grant program to provide moneys for funding student hunger programs and innovations at public universities and community colleges. Establishes how commission must prioritize recipients of grants. Appropriates moneys from General Fund to commission to fund grant program. Declares emergency, effective July 1, 2023.

Directs state agencies to distribute moneys to local entities for specified bridge projects. Authorizes general obligation bonding for bridge projects. ] Expresses commitment of Legislative Assembly to support specified bridge projects through investments of specified amounts. Declares emergency, effective July 1, 2023.
