Requires program match amounts that recipient spends on certain eligible foods. ] Appropriates moneys from General Fund to department to be distributed to nonprofit organization that has contracted with department to implement and administer program and match amounts that recipient spends on certain eligible foods . Sunsets January 2, 2022. Declares emergency, effective on passage.

Requires vehicle manufacturer to make available to owner of vehicle or independent repair provider on fair and reasonable terms any part, tool, service manual or other device, implement or information that vehicle manufacturer makes available to authorized repair provider for purpose of diagnosing, maintaining or repairing vehicle that vehicle manufacturer makes or supplies. Permits vehicle manufacturer, as condition of supplying to owner or independent repair provider part, tool, service manual or other device, implement or information for purpose of diagnosing, maintaining or repairing motor vehicles that vehicle manufacturer makes or supplies, to require owner or independent repair provider to obtain license or certification, undergo training or otherwise demonstrate compliance with procedures vehicle manufacturer specifies for diagnosing, maintaining or repairing motor vehicles. Prohibits vehicle manufacturer from limiting or voiding warranty for motor vehicle that vehicle manufacturer makes or supplies solely because owner or independent repair provider diagnosed, maintained or repaired motor vehicle if owner or independent repair provider did so in accordance with license, certification, training or procedure that vehicle manufacturer issued, provided or specified. Provides that violation of Act is unlawful trade practice under Unlawful Trade Practices Act. Takes effect on 91st day following adjournment sine die.
Prohibits retail pet store from selling or offering to sell dog, cat or rabbit acquired from source other than animal shelter or rescue organization. Imposes record keeping and signage requirements regarding dogs, cats and rabbits sold or offered for sale by retail pet store. Makes prohibited sale or offer to sell violation punishable by maximum of $500 fine.
Permits school board to designate staff member to receive mandatory child abuse reports.
Prohibits Department of Corrections and local correctional facilities from subjecting incarcerated persons to long-term solitary confinement. Requires department to provide mental health treatment, vocational training and work preparation programs. Appropriates moneys to Department of Corrections for purposes of vocational training and work preparation programs.
Urges Congress to enact Green New Deal legislation.
Adds extended warranties to list of collateral charges for which manufacturer may need to compensate consumer when consumer returns motor vehicle that manufacturer cannot conform to manufacturer's express warranty. Requires that manufacturer replace, refund cost of or return to consumer aftermarket items installed in or on motor vehicle that manufacturer cannot conform to manufacturer's express warranty. Revises formula for calculating reasonable use allowance for motor vehicle. Allows, rather than compels, consumer to participate in informal dispute resolution with manufacturer.
Alters commissioner composition of Higher Education Coordinating Commission by redesignating five current nonvoting positions as voting positions and by adding one additional position for graduate student attending public university.
Removes ability of parent to decline required immunizations against restrictable diseases on behalf of child for reason other than child's indicated medical diagnosis. Allows child who is not immunized or exempt for reason of indicated medical diagnosis to attend school that provides education program through online courses. Prohibits child from attending in-person ] in person specified school-related activities ] events, meetings and opportunities . Defines "restrictable diseases." Allows Oregon Health Authority to recommend additional diseases against which children may be immunized. Directs boards that regulate certain licensed health care practitioners to review documents completed by licensed health care practitioners granting exemptions from immunization requirements because of indicated medical diagnosis. Defines "licensed health care practitioner." Requires boards to report annually to authority on results of review. Requires authority to report annually to Legislative Assembly on reports submitted by boards. Directs Oregon Health ] authority to establish outreach and education plan regarding disease control in schools. Allows child who is not immunized to continue attending school in person until August 1, 2020. Declares emergency, effective on passage.
