Directs the Oregon Health Authority to establish a grant program to provide financial support to certified dental sealant programs that promote and engage in oral health care coordination activities. Provides the manner in which the authority shall distribute grant funds to grantees.
Directs the Department of State Lands, in consultation with the State Department of Fish and Wildlife, to develop a salmon credit pilot program to encourage the voluntary restoration of salmonid habitat in the Coquille and Coos watershed basins. Establishes the Salmon Credit Trust Fund. Directs the Department of State Lands and the State Department of Fish and Wildlife to consult with the United States Army Corps of Engineers to seek federal authorization for a bank instrument and activities that occur in navigable waters of the United States. Becomes operative on the date that the federal authorization and bank instrument are approved. Provides that the Department of State Lands may not approve a salmon credit project on or after January 2 of the sixth year following the federal authorization. Takes effect on the 91st day following adjournment sine die.
Modifies the safe haven law to allow a parent to anonymously leave an infant in a newborn safety device. Allows an authorized facility to install a newborn safety device. Prescribes standards for newborn safety devices.
Appropriates moneys from the General Fund to the Oregon Department of Administrative Services for distribution to the Tsuga Community Commission for the Oregon Summer Star program. Declares an emergency, effective July 1, 2025.
Requires local governments to approve alteration, restoration or replacement of dwellings under an alternative process that is not a land use decision.
Requires the Oregon Health Policy Board to produce and provide to the interim committees of the Legislative Assembly related to health by December 31, 2026, a comprehensive report regarding the success in achieving the aims of the Oregon Integrated and Coordinated Health Care Delivery System. Modifies the membership of the board and specifies duties of the chairperson of the board. Increases oversight and supervision responsibilities of the board over the Oregon Health Authority. Requires the board to submit an agency request budget for the board. Puts the Health Evidence Review Commission under the auspices of the board.
Appropriates moneys from the General Fund to the Oregon Department of Administrative Services for distribution to the Salvage Chief (LSM380) Foundation for the purpose of repairing and upgrading a salvage vessel. Declares an emergency, effective July 1, 2025.
Exempts workers on public works who are participants in a pre-apprenticeship program from the application of laws that determine and require payment of a prevailing rate of wage. Takes effect on the 91st day following adjournment sine die.
Directs all state agencies, statewide elected officials and other entities to seek legislative changes only through legislative measures requested and introduced by members and committees of the Legislative Assembly. Takes effect on the 91st day following adjournment sine die.
Creates a refundable income tax credit for certain child care workers. Provides for a child care worker to elect to deposit the refund attributable to the credit in the Oregon Retirement Savings Plan. Provides for the credit to be claimed on the personal income tax return for the 2026 tax year. Takes effect on the 91st day following adjournment sine die.
