Expands the rural health care income tax credit to include pharmacist services performed in rural communities. Directs the Office of Rural Health to establish criteria for certifying pharmacists as eligible for the credit. Applies to tax years beginning on or after January 1, 2027. Takes effect on the 91st day following adjournment sine die.

Allows counties with a population density of less than 30 people per square mile to rezone up to 50 acres to be divided and developed for residential dwellings of at least five units per acre. Sunsets January 2, 2034. Expands allowed development of accessory dwelling units to farmland with certain existing nonfarm dwellings. Allows the development of larger rural accessory dwelling units.

The Act would set up and change some tax breaks for advanced manufacturing, enterprise zones and regionally significant industrial sites. The Act would direct certain state agencies to set up deadlines to process applications for permits and to make the deadlines public. The Act would make those agencies, no later than 60 days after the date on which the Act becomes law, publish a list of the permits that they issue. Creates and amends certain programs offering tax breaks related to advanced manufacturing, enterprise zones and regionally significant industrial sites. Directs certain state agencies to publish a catalog of permits issued by the agency within 60 days after the effective date of the Act. Adds rural reserves in Washington County to Metro to be used for high-technology and advanced manufacturing purposes. Takes effect on the 91st day following adjournment sine die.
Proposes an amendment to the Oregon Constitution to require that primary election ballots must contain the names of all candidates of any political party affiliation for specified offices. Provides that a registered elector in this state may not be denied the right to vote in any primary election in this state solely because that elector is registered as unaffiliated with any political party. Permits a political party to decline to participate in a primary election, subject to certain requirements. Designates a minor political party. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.
Provides that a violation of prohibitions against certain practices with respect to insurance is subject to an enforcement action under the Unlawful Trade Practices Act. Specifies exemptions. Removes some exemptions for insurance from the definition of "real estate, goods or services" under the Unlawful Trade Practices Act. Permits a person to obtain, and a court to award, appropriate equitable relief in addition to monetary damages under the Unlawful Trade Practices Act. Requires the Director of the Department of Consumer and Business Services to request action before a prosecuting attorney may take action under the Unlawful Trade Practices Act against an act or practice related to insurance.
Creates the crime of aggravated felon in possession of a firearm when a person who has been convicted of a felony possesses three or more firearms or has certain prior convictions. Punishes by a maximum of 10 years' imprisonment, $250,000 fine, or both.
Allows city and county services for which net local transient lodging tax revenue may be used to be provided either directly by the city or county or indirectly by a special district. Changes the division of allowable uses of net local transient lodging tax revenue from at least 70 percent for tourism-related expenses and no more than 30 percent for city or county services, to at least 40 percent and no more than 60 percent, respectively. Allows units of local government with restricted grandfathered local transient lodging tax regimes to take advantage of the new provisions of the Act. Establishes biennial reporting by local governments of amounts and uses of local transient lodging tax revenue. Takes effect on the 91st day following adjournment sine die.
Establishes when homeowners and condominium association assessments accrue on property deeded to the county in the tax foreclosure process. Creates a lien for the amount of the assessments against the property. Excludes certain costs from the amount of assessments secured by the lien. Establishes the liability for the assessments and the date on which the lien must be satisfied. Takes effect on the 91st day following adjournment sine die.

Limits to 15 the number of legislative measures that a committee of the Legislative Assembly may ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Provides exceptions. Limits to 200 the combined total number of legislative measures that the Governor and state agencies under the authority of the Governor may ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Provides exceptions. Limits to 15 the number of legislative measures that other statewide elected officials and the Judicial Department may each ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Authorizes the Senate Rules Committee or the House Rules Committee to ask the Legislative Counsel to prepare additional measures on behalf of requesters. Authorizes the measure's requester to ask the Legislative Counsel to prepare an additional measure when the first legislative chamber passes or adopts a measure. Applies to requests for legislative measures made for the 2027 regular session and subsequent odd-numbered year regular sessions. Declares an emergency, effective on passage.
Provides that a manufactured-protein food product that bears a label suggesting that the food product is made from meat is misbranded unless the food product label contains text disclosing that the food product is not made from meat. Provides that a fabricated-egg food product that bears a label suggesting that the food product is made from eggs is misbranded unless the food product label contains text disclosing that the food product is not made from eggs.
