Relating to funding for school safety; declaring an emergency.

Directs Department of Education to conduct study to identify sources of funding to pay for costs of establishing secure, single point of entry for each public school and to determine if costs may be covered in seismic rehabilitation projects. Directs department to submit report to interim committee of Legislative Assembly no later than September 15, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.

Relating to procedures to alter minor's sex; declaring an emergency.

Prohibits medical health care professional from performing or providing sex alteration procedure on minor. Defines "sex alteration procedure." Provides that sex alteration procedure on minor is unprofessional conduct subject to discipline by appropriate health professional licensing board. Allows individual to bring claim for violation and recover specified damages. Declares emergency, effective on passage.

Establishes Health Insurance Mandate Review Advisory Committee to review each ] , at request of chair or vice chair of committee of Legislative Assembly related to health, proposed legislative measure, legislative concept or amendment that requires health insurer or health care service contractor to reimburse cost of specified procedure or provider , if measure, concept or amendment is posted to legislative committee's agenda, ] and to produce report on equity and financial effects of each required coverage that is proposed and efficacy of ] analyzing specified anticipated effects of coverage or lack of coverage of treatment or service proposed. Specifies membership and duties of advisory committee. Modifies criteria for ] factors considered in review of measures that require coverage of specific procedure or provider. Relating to county fairs; declaring an emergency.

Removes requirement that amount of net proceeds from Oregon State Lottery allocated to County Fair Account not exceed $1.53 million annually. Allocates eight-tenths of one percent of net proceeds from lottery to County Fair Account and two-tenths of one percent of net proceeds from lottery to Horse Racing Account. Requires Oregon Business Development Department to prepare and report master plan for county fairground capital construction. Specifies content and procedural requirements for report. Appropriates moneys to department out of General Fund for consultant services related to report. Establishes Horse Racing Account separate and distinct from General Fund. Declares emergency, effective on passage.

Relating to the Ocean Beach Fund; prescribing an effective date.

Establishes Ocean Beach Fund. Directs that moneys received from state transient lodging tax in amount equal to one percent of tax collected at state recreation areas along ocean shore be transferred to fund. Directs State Parks and Recreation Department to spend moneys from fund for expenses of managing state recreation areas along ocean shore. Takes effect on 91st day following adjournment sine die.

Relating to the environmental impact of camping sites used by homeless individuals on the waters of the state; prescribing an effective date.

Authorizes any person to submit complaint to Department of Environmental Quality if person reasonably believes that camping site of homeless individuals is causing discharge of wastes into state waters. Directs department to remove individuals from camping site and clean camping site as necessary to protect state waters. Takes effect on 91st day following adjournment sine die.
