Modifies conditions of eligibility for tax credit allowed to rural medical care provider. Removes eligibility limitation on adjusted gross income of individual providing rural medical care, restrictions on types of hospitals and tiered amounts of allowable credit based on distance from certain municipalities. Increases credit amount. Removes requirement of hospital consulting privileges applicable to optometrist claiming credit. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
Creates procedure for minor who is at least 14 years old to intervene and move court to suspend or terminate parenting time of parent against whom Department of Human Services substantiated allegation of abuse.
Directs Department of Education to conduct study to identify methods for improving safety of schools. Directs department to submit report on results of study to interim committee of Legislative Assembly no later than September 15, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.
Directs Oregon Health Authority to establish toll-free pregnancy resources hotline to provide information and assistance to pregnant persons seeking abortions in this state. Defines "medical emergency" for purposes of determining when abortion is medically necessary. Prohibits performance of abortion unless pregnant person consulted with pregnancy resources hotline at least 48 hours prior to procedure. Creates exception. Directs authority to conduct annual records audits to ensure compliance with provisions of Act. Creates penalty for noncompliance of $5,000 for each separate violation. Exempts specified records and information from public disclosure. Creates exceptions.
Requires district school board or higher education governing board that adopts policy limiting possession of firearms by concealed handgun licensees on school grounds to install metal detectors at entrances to buildings subject to policy.
Prohibits specified practices by insurers and pharmacy benefit managers in reimbursing cost of prescription drugs.
Extends statute of limitations for certain sex crimes. Authorizes prosecution at any time after commission of crime if defendant identified based on DNA analysis. Declares emergency, effective on passage.

Directs department to submit findings to interim committees of Legislative Assembly related to housing no later than September 15, 2024. ] Requires Housing and Community Services Department to award grants for predevelopment costs of affordable housing and grant to assist nonprofits receiving grants or loans under Act. Sunsets January 2, 2026. Establishes Affordable Housing Predevelopment Loan Fund. Continuously appropriates moneys in fund to department to award loans for predevelopment costs of affordable housing. Appropriates moneys from General Fund to department for grants and loans. Declares emergency, effective on passage.
