Requires the Oregon Department of Administrative Services to submit by January [ 15 ] 31 of each even-numbered year a report to the Legislative Assembly concerning the soundness of the state's Insurance Fund. Specifies the contents of the report and directs agencies of state government and participants in the fund to cooperate with and assist the department in carrying out the department's duties under the Act. Declares an emergency, effective on passage.

Requires certain health insurers to credit any amount an enrollee pays directly to a provider toward out-of-pocket costs and deductibles in certain circumstances.

] Requires health insurers to pay providers who are joining an in-network practice the same as in-network providers during the credentialing period. Requires repayment by the provider group if the provider does not meet credentialing criteria or submit a complete application. Establishes a notification process of an incomplete application for the purpose of determining repayments. Takes effect on the 91st day following adjournment sine die.

Directs the Oregon Health Authority to issue [ licenses to enable a person to drive an organ transport vehicle. ] a license to an organ procurement organization to operate an organ transport vehicle. Mandates requirements for drivers of organ transport vehicles. Requires organ procurement organizations licensed to operate organ transport vehicles to maintain prescribed minimum levels of insurance. Defines "organ transport vehicle." Provides exceptions allowing organ transport vehicles to use lights and sirens. Takes effect on the 91st day following adjournment sine die.

Requires residential landlords to offer a method of accessing the dwelling unit other than software on tenant-owned phones or other electronic devices for the dwelling to be considered habitable.

Allows tenant to terminate a tenancy during the fixed term without penalty upon 30 days' notice if the landlord delivers certain notices terminating the tenancy in 90 days or more. [ Declares an emergency, effective on passage. ].

Eliminates gallonage requirements for eligibility for nonretail cardlock dispensing of motor vehicle fuel. Increases cardlock facility licensing period from one year to three years. Takes effect on the 91st day following adjournment sine die.

Requires certain private persons, before engaging in search and rescue efforts, to make specified disclosures to the family of the missing person and to notify county sheriffs.

] Expands the justifications for a domestic water supply district to exercise the powers of a sanitary district. Requires a public hearing on the exercise of the powers and written consent from any sanitary district or other provider of sanitary services within the district. Declares an emergency, effective on passage.

] Prohibits restaurants and retailers from providing single-use checkout bags to consumers. [ Prohibits food and beverage providers and convenience stores from providing single-use plastic utensils or single-use plastic condiment packaging to consumers unless requested. ] [ Prohibits lodging establishments from providing small plastic personal health or beauty product containers unless requested. ].
