Relating to legislative measures; declaring an emergency.

Limits to 25 the number of legislative measures that a member of the Legislative Assembly may ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Limits to 15 the number of legislative measures that a committee of the Legislative Assembly may ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Provides exceptions. Limits to 200 the combined total number of legislative measures that the Governor and state agencies under the authority of the Governor may ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Provides exceptions. Limits to 15 the number of legislative measures that other statewide elected officials and the Judicial Department may each ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Authorizes the Senate Rules Committee or the House Rules Committee to ask the Legislative Counsel to prepare additional measures on behalf of requesters. Authorizes the measure's requester to ask the Legislative Counsel to prepare an additional measure when the first legislative chamber passes or adopts a measure. Applies to requests for legislative measures made for the 2027 regular session and subsequent odd-numbered year regular sessions. Declares an emergency, effective on passage.

Relating to voting at primary elections.

Permits a person who will be 17 years of age on the date of a primary election and 18 years of age on the date of the general election to vote at the primary election for candidates of a major political party with which the person is affiliated. Appropriates moneys from the General Fund to the Secretary of State for the purpose of printing and counting additional ballots.

Relating to the Oregon National Guard; declaring an emergency.

Allows the Adjutant General to facilitate, assist or coordinate in the mobilization of the Oregon National Guard under Title 10 of the United States Code or Title 32 of the United States Code under an authority other than the Governor, only if the active service is for certain listed reasons. Prohibits the state government from facilitating, assisting or coordinating in the mobilization of the Oregon National Guard under Title 10 of the United States Code or Title 32 of the United States Code under an authority other than the Governor if the active service is for law enforcement duties or immigration enforcement duties. Prohibits the Governor or the Adjutant General from allowing an individual or unit of the Oregon National Guard to be called into active service if the call into active service results in the Oregon National Guard being incapable of responding to a statewide emergency. Prohibits the militia or armed forces of another state, territory or district of the United States from entering the borders of this state for the purpose of performing military duty within the borders of this state or performing military duty within the borders of this state, unless the Governor consents or the militia or armed forces are serving in a federal active duty status. Declares an emergency, effective on passage.

Relating to telephone solicitations.

Prohibits as an unlawful practice under the Unlawful Trade Practices Act a person's initiating a telephone solicitation outside specified hours or more than three separate times within a 24-hour period[ , ] or misrepresenting or falsifying the person's identity[ , ] or the purpose of the call [ or the location from which the person is calling or failing to make required disclosures or inquiries during the call ]. Includes text messaging within the definition of "telephone solicitation."

Relating to billing for ground ambulance services.

Prohibits balance billing for ambulance ground transportation services in certain circumstances and creates rules for health benefit plan reimbursement of ambulance services. Requires ground ambulance services to submit established local rates to the Department of Consumer and Business Services. Establishes a database of local rates for ambulance services and allows for penalties to be imposed for violations. Requires the department to submit a report on the implementation of this Act.

Relating to public utilities; and declaring an emergency.

Directs the Public Utility Commission to consider the cumulative economic impact of an electric or natural gas company's proposed residential rate or schedule of rates. Requires an electric or natural gas company to file an analysis of the cumulative economic impact on the company's residential rate payers if the company's return on equity is subject to review and modification. Authorizes the commission to adjust rates to mitigate an increase in residential customer rates if the increase would affect the ability of customers to maintain adequate utility services. Prohibits any increase in residential rates from taking effect from November 1 to March 31. Directs the commission to require an electric or natural gas company to establish a multiyear rate plan for certain rate revisions. Prohibits, until January 2, 2027, or the date the commission adopts rules regarding multiyear rate plans, certain rate increases from taking effect within 18 months from the date of the last rate increase. Authorizes a public utility, upon approval by the commission, to issue bonds and securitize debt for costs and expenses incurred or to be incurred by the public utility associated with certain capital investments, retiring a generation asset, environmental remediation or an event in which the availability of electricity or natural gas within a regional energy market is significantly constrained. Requires an electric or natural gas company to provide and make public a visual representation of cost categories included in the company's residential customer rates and a report on any rate adjustments the company expects within the next 12 months. Declares an emergency, effective on passage.

Relating to affordable housing; and declaring an emergency.

] Requires the Housing and Community Services Department to award [ grants ] loans for the predevelopment costs of affordable housing [ and a grant to assist nonprofits receiving grants or loans under this Act. Sunsets January 2, 2028 ]. Requires the department to adopt initial rules by June 1, 2026, and to combine other existing predevelopment loan programs. [ Establishes the Affordable Housing Predevelopment Loan Fund. Continuously appropriates moneys in the fund to the department to award loans for predevelopment costs of affordable housing. ] [ Appropriates moneys from the General Fund to the department for grants and loans. ] Declares an emergency, effective on passage.

Relating to regulating sales of admission tickets to entertainment events.

] Prohibits willfully selling or using software that is designed to circumvent, thwart, interfere with or evade a control or measure, including a security measure or an access control system, that an operator, ticket seller or reseller establishes or uses to ensure an equitable distribution, sale or resale of admission tickets for an entertainment event, including a public or private presale of admission tickets. [ Prohibits a person from offering or selling an admission ticket to a retail purchaser unless the person discloses the initial price and total price of the admission ticket before requiring the purchaser to provide payment information. Requires the seller to make additional disclosures. ] Prohibits a person from willfully using, without prior authorization, an Internet domain name or subdomain name that names a venue, names an entertainment event or a person that is scheduled to appear or perform at the entertainment event or is substantially similar to the name of the venue, of the entertainment event or the person or entity that is scheduled to appear or perform at the entertainment event. Prohibits a person from publishing or causing another person to publish a website that has or uses text, images, graphics, a design or other material that is so substantially similar to the intellectual property of an operator or venue as to mislead a reasonable visitor to the website into believing that the website is affiliated with the operator or venue . [ Prohibits a reseller from selling or offering for resale an admission ticket unless the reseller has actual or constructive possession of the admission ticket and makes certain disclosures before completing the sale. ] Punishes violations of the Act as an unlawful practice under the Unlawful Trade Practices Act.
