Modifies provisions relating to reproductive health rights. Modifies provisions relating to access to reproductive health care and gender-affirming treatment. Modifies provisions relating to protections for providers of and individuals receiving reproductive and gender-affirming health care services. Creates crime of interfering with a health care facility. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Creates right of action for person or health care provider aggrieved by interference with health care facility. Makes statutory change to achieve gender neutral language with respect to unlawful employment discrimination because of sex. Declares public policy regarding interstate actions arising out of reproductive health care and gender-affirming treatment. Prohibits public body from participating in interstate investigation or proceeding involving reproductive health care and gender-affirming treatment. Creates exceptions. Prohibits clerk of court from issuing subpoena if foreign subpoena relates to reproductive health care or gender-affirming treatment. Declares that Oregon law governs certain actions arising out of reproductive health care or gender-affirming treatment provided or received in this state. Prohibits post-secondary institutions of education that are based in Oregon from refusing to provide transcript to current or former student because student owes debt to institution. Requires institutions to submit report to Higher Education Coordinating Commission by September 15, 2024, detailing policies relating to providing transcripts and transcript holds ] number of current and former students who owe debt to institution and institution's policy and procedures on phasing out transcript holds .
Modifies definition of "compensation," for purposes of pay equity requirements, to exclude hiring bonuses and retention bonuses. ] Permits employer to pay employees at different compensation levels pursuant to retention bonus provided that employer does not discriminate in payment of retention bonus, and that retention bonus accounts for entire compensation differential. Declares emergency, effective on passage.
Directs Legislative Administrator to pay costs of reasonable accommodation of member of Legislative Assembly who is afforded rights and protections as person with disabilities under specified federal and state law. Directs Legislative Administration Committee to adopt interactive process to determine reasonable accommodations entitled to payment. Appropriates moneys to Legislative Administration Committee to fund payments. Declares emergency, effective July 1, 2023.
Limits, for purposes of personal income taxation, amount of allowed mortgage interest deduction. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2028. Establishes Oregon First-Time Home Buyer Account. Transfers amount equal to 50 percent of estimated increase in revenue attributable to restriction on deduction of mortgage interest to account. Establishes credit against personal income taxes for percentage of purchase price of home purchased by first-time home buyer. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2028. Establishes Task Force on First-Time Ownership. Requires task force to report findings and recommendations to interim committee of Legislative Assembly related to revenue on or before September 15, 2024. Sunsets task force December 31, 2024. Takes effect on 91st day following adjournment sine die.
Directs Department of Transportation to establish program for awarding grants to providers of traffic safety education courses to fund Spanish language traffic safety education courses. Appropriates moneys from General Fund to Department of Transportation for biennium beginning July 1, 2023, to award grants. Declares emergency, effective July 1, 2023.
