Requires Oregon Health Authority to develop, implement and administer program to support consumer engagement efforts aimed at increasing and optimizing consumer involvement in planning and decision-making surrounding the access to, and the delivery of, behavioral health services in this state. Directs authority to enter into contracts with peer-run organizations to provide technical and financial assistance to such organizations in carrying out activities that accomplish purpose of program. Requires peer-run organizations that contract with authority to submit annual progress reports to authority. Modifies definition of "consumer" for purposes of Consumer Advisory Council. Makes conforming changes. Declares emergency, effective on passage.

Directs Department of Education to conduct study to identify sources of funding to pay for costs of establishing secure, single point of entry for each public school. Directs department to submit report to interim committee of Legislative Assembly no later than September 15, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.

Directs Department of Human Services to establish pilot program in certain counties for continued placement of children or wards in specified child-caring agencies providing short-term assessment and stabilization services. Permits continued placement if specified criteria are met. Requires department, in consultation with child-caring agency, to reassess appropriateness of placement at least once every 60 days. Sunsets January 2, 2029.

Changes minimum contract price at which prevailing rate of wage applies to public works projects from $50,000 to amount Commissioner of Bureau of Labor and Industries specifies by rule. Provides that commissioner shall set contract price at $100,000 for year ending on December 31, 2024, and each year by March 31 must specify new contract price that reflects percentage change in U.S. City Average Consumer Price Index for previous calendar year. Takes effect on 91st day following adjournment sine die.

Limits pretrial release of defendants charged with felony or Class A misdemeanor to security release. Requires Oregon Department of Administrative Services to reimburse counties for costs of pretrial incarceration of persons charged with felonies. Appropriates moneys to department for reimbursement.

Removes requirement that State Forestry Department oversee development of statewide map of wildfire risk. Prohibits department from using map of wildfire risk other than for certain purposes and from including properties outside wildland-urban interface in map of wildfire risk.

Requires public schools to take special care to ensure that instruction and assessments are provided in neutral and objective manner. Directs school districts to provide annual training to educators to ensure that instruction and assessments are provided in neutral and objective manner.

Provides that Director of Department of Consumer and Business Services may apply requirement to include provisions for electrical service capacity for charging electric vehicles only to commercial buildings under private ownership. Declares emergency, effective on passage.

Prohibits abortion unless health care provider first determines probable gestational age of unborn child, except in case of medical emergency. Defines "abortion" and "health care provider." Prohibits abortion of unborn child with probable gestational age of 15 or more weeks, except in case of medical emergency. Allows specified persons to bring action against health care provider for violations. Requires health care provider who performs or induces, or attempts to perform or induce, abortion to file report with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion. Allows specified persons to bring cause of action for actual and punitive damages and injunctive relief against health care provider for violation. Takes effect on 91st day following adjournment sine die.

Provides that fire chief, or representative of fire chief, of county may extinguish uncontrolled fire found to be burning in unprotected area. Provides that governing body of county may bill owner of property for cost of extinguishing fire. Provides that, to prevent or control fire occurring within zone 2 in county, county court or board of county commissioners may arrange for optional subscription service. Establishes that tax amount shall be on assessed value of taxable property. Allows board of county commissioners to adopt fire prevention code for areas within county that are outside boundaries of rural fire protection districts. Declares emergency, effective on passage.
