Relating to incubation boxes for salmonids; declaring an emergency.

Requires State Department of Fish and Wildlife to establish and operate fish incubation box program for rearing of salmonids on suitable waterways in coastal areas of southern Oregon. Requires department to report to interim committee of Legislative Assembly no later than September 15, 2023, regarding establishment and operation of program. Appropriates moneys from General Fund to department for program purposes. Declares emergency, effective on passage.

Relating to the dispensing of Class 1 flammable liquids; declaring an emergency.

Authorizes self-service dispensing of Class 1 flammable liquids at retail dispensary. Authorizes State Fire Marshal, during period of statewide emergency or local emergency, to permit self-service dispensing of Class I flammable liquids at retail dispensary. ] Creates civil penalty for violation of laws and rules related to self-service dispensing of gasoline at retail. Punishes by maximum fine of $1,000 ] $5,000 . Declares emergency, effective on passage.

Relating to a principal Act for predator damage control districts; prescribing an effective date.

Authorizes landowners who meet certain criteria to petition for formation of predator damage control district as funding mechanism to pay actual costs to county of preventing, reducing and mitigating damage to property from predatory animals. Defines "prevent, reduce and mitigate damage to property from predatory animals" to include both lethal and nonlethal methods of prevention, reduction and mitigation. Establishes presumptive charges of $2 per acre for tax lots of 10 or more acres and $50 flat rate charge for tax lots of less than 10 acres. Creates cause of action under district program to counties, landowners, districts and cities involved in program. Provides for continued existence of districts formed before sunset date of chapter 650, Oregon Laws 2015. Takes effect on 91st day following adjournment sine die.

Relating to persons with mental illness; prescribing an effective date.

Specifies evaluation that must be conducted when person is taken into hospital or nonhospital facility because person has mental illness and is in need of treatment. Requires court order for conditional release or assisted outpatient treatment to contain provisions to ensure person receives necessary support services upon release. Takes effect on 91st day following adjournment sine die.
