Requires Legislative Policy and Research Office to study methods for legislative oversight of administrative rules. Directs office to submit findings to interim committees of Legislative Assembly related to general government not later than September 15, 2024.

Expands crime of assault in the third degree to include causing physical injury to utility worker while worker is performing official duties. Punishes by maximum of five years' imprisonment, $125,000 fine, or both.

Provides for credit to be claimed on personal income tax return for 2024 tax year. Takes effect on 91st day following adjournment sine die.
