Provides that portion of McKenzie Highway shall also be known as Johnny Miner Memorial Highway.

Applies to Congress to call convention for purpose of proposing amendments to United States Constitution to impose fiscal restraints on federal government, limit power and jurisdiction of federal government and limit terms of office for federal officials and members of Congress.

Authorizes Department of Revenue to reimburse State Department of Agriculture, State Department of Energy and Water Resources Department for expenses incurred in administration and enforcement of activities related to cannabis. Takes effect on 91st day following adjournment sine die.

Requires that information concerning sex offenders convicted of certain offenses be released on website maintained by Department of State Police.

Permits former ] adopted former foster children to have amount of tuition and all fees waived if attending defined institutions of higher education for purposes of pursuing initial undergraduate degree. Defines " former ] adopted former foster child." Permits former ] adopted former foster children previously ineligible for waiver of tuition due to being adopted to be eligible for waiver if adoption occurred on or after January 1, 2012. Declares emergency, effective on passage.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.

Reimburses school districts for transportation costs from State School Fund based on fixed percentage of approved transportation costs. Declares emergency, effective July 1, 2019.

Exempts persons designated to produce marijuana by three or more registry identification cardholders from specified fee. Directs Department of Revenue to reimburse Oregon Health Authority for certain expenses incurred by authority. Takes effect on 91st day following adjournment sine die.

Allows person responsible for marijuana grow site who is designated to grow marijuana by more than three registry identification cardholders to transfer usable marijuana to additional registry identification cardholders. Takes effect on 91st day following adjournment sine die.

Directs State Board of Education to adopt by rule policy and process for criminal records checks of certain persons who are not employed by school districts but who may have direct, unsupervised contact with school children in two or more school districts. Authorizes Bureau of Labor and Industries to issue permit to authorize child under 18 years of age to engage in employment otherwise prohibited by law if child successfully completed professional training for employment. Directs Department of Education to conduct study to determine method for providing unified insurance policy to cover students participating in experiential learning program. Declares emergency, effective on passage.
