Relating to agricultural education; and declaring an emergency.

Directs Department of Education to coordinate with Oregon FFA Association to increase student achievement and improve college preparation and career placement for students enrolled in agricultural education courses. Directs department to establish grant program for purpose of funding extended duty contracts to allow school district personnel to manage agricultural science and technology programs of study during summer months. Declares emergency, effective July 1, 2019.

Relating to dental care for Pacific Islanders legally residing in Oregon under the Compact of Free Association; and declaring an emergency.

Establishes COFA Dental Program in Oregon Health Authority to provide dental care to low-income citizens of Pacific Islands in Compact of Free Association who reside in Oregon and lack access to affordable dental coverage. Specifies eligibility requirements for program and duties of authority in administering program. ] Appropriates moneys to Department of Consumer and Business Services to contract with vendor to conduct demographic study of dental needs and geographic distribution of COFA citizens in this state and to issue request for information to gauge interest and determine capacity of dental care organizations to provide oral health care to COFA citizens. Requires department to report to interim committees of Legislative Assembly related to health, no later than April 15, 2020, findings of study and cost of administering program to provide oral health care to COFA citizens residing in this state. Declares emergency, effective on passage.

Relating to cannabis.

Authorizes Governor to enter into agreement with another state for purpose ] purposes of cross-jurisdictional coordination and enforcement of marijuana-related businesses and cross-juridictional delivery of marijuana items . Specifies that under laws of other state, production, processing, sale and testing of marijuana items must be lawful. Specifies that borders of this state must abut borders of other state. Prohibits transporting marijuana items through use of navigable airspace, through use of any mode of transportation subject solely to federal regulation and through any state or territory of United States that is not party to agreement. ] Specifies that agreement must ensure enforceable public health and safety standards, and include tracking system for marijuana items and requirements for testing, packaging and labeling in accordance with Oregon laws. Becomes operative on earlier of date on which federal law allows interstate transfer of marijuana items or United States Department of Justice allows or tolerates interstate transfer of marijuana items.

Relating to participation in medical procedures.

Provides protections for person who refuses to participate in procedure related to abortion or physician-assisted suicide if refusal is based on person's ethical, moral or religious convictions. Allows health care facility to refuse to perform procedure related to abortion or physician-assisted suicide. Allows person to bring action for damages and equitable relief against health care facility, health professional regulatory agency, employer or school for violation. Directs court to award attorney fees to prevailing plaintiff.

Relating to high school diplomas; declaring an emergency.

Prohibits State Board of Education, school district or public charter school from requiring student to pass test to demonstrate proficiency in Essential Learning Skills in order to receive diploma. Directs school district or public charter school that did not award person diploma because person did not pass test to demonstrate proficiency in Essential Learning Skills to award diploma to person upon request of person. Declares emergency, effective on passage.

Relating to the inclusion of certain health care providers as eligible business firms for purposes of enterprise zone benefits.

For purposes of qualifying for enterprise zone benefits, expands definition of "eligible business firm" to include business firm engaged in providing services to general public as medical clinic, health care facility, substance abuse treatment provider or alcohol or drug rehabilitation center.

Relating to the administration of assessments to public school students.

Prohibits State Board of Education from requiring, and school districts from administering, certain assessments to students enrolled or preparing to enroll in prekindergarten through grade two. Makes exception for assessments administered for diagnostic purposes as required under state or federal law.
